Su objetivo final es buscar que los proyectos sean viables económicamente, evitar sobrecostos en la ejecución y mantener buenas relaciones con los clientes. El documento fue estructurado teniendo en cuenta la conformación del equipo requerido para la gestión del proyecto, sus responsabilidades, y el proceso general de gestión en seis fases: 1. Inicio, referente a la búsqueda de oportunidades y análisis de riesgo de la oferta hasta su presentación; 2. Planeación, busca relatar en forma preliminar los objetivos, alcance y requisitos para construir y presentar la oferta; 3. Adjudicación, busca precisar los estimados en la fase de planeación, asignar y seleccionar recursos y proveedores, establecer la línea base y así estructurar el proyecto en su desarrollo; 4.
