En el primer capítulo se hace un balance de lo escrito sobre la tierra en Colombia. En el segundo y tercer capítulos se muestra la conflictividad sobre la tierra y las políticas de reforma agraria, las movilizaciones campesinas y la violencia de la primera mitad del siglo XX en Santander. En esta etapa, se analiza concretamente la experiencia de los jueces de tierras o justicia agraria en el departamento. El cuarto capítulo se dedica a reflejar como se ha aplicado la política de tierras, adjudicaciones de baldíos y parcelaciones de grandes propiedades, en el departamento de Santander. El capítulo quinto continúa con la muestra del devenir de la experiencia de las parcelaciones, en el magdalena medio, concretamente en Rionegro y Sabana de Torres, finalmente se realiza una aproximación al movimiento campesino de Santander, de las décadas de los 80 y 90 principalmente.
