Es entonces cuando se da la razón a que el perfecto gobernante debe ser el filósofo, el cual posee virtudes y ciertas particularidades que lo llevan a una mejor viabilidad para formar y dirigir la ciudad, y de esa manera, la ciudad será considerada ideal o perfecta.
