Su formulación ha seguido paso a paso la guía diseñada por el ministerio de agricultura y desarrollo rural y contiene la información básica que sirvió de referente para la definición de objetivos y metas y la propuesta de programas y proyectos a desarrollar. El Plan General de Asistencia Técnica Directa Rural será el instrumento de planeación que le permitirá al municipio de El Playón en cabeza de la Unidad Municipal de Asistencia Técnica Agropecuaria UMATA ordenar las actividades y los recursos para garantizar el cumplimiento de los objetivos del Servicio de Asistencia Técnica Directa Rural y asegurar la ampliación progresiva de su cobertura, calidad y pertinencia. Este Plan se elaborará de acuerdo con las características agroecológicas del municipio y con las recomendaciones básicas de uso y manejo de los recursos naturales y en concordancia con los Programas Agropecuarios Municipales del Plan de Desarrollo Municipal, elaborado por el Consejo Municipal de Planeación y concertado con el Consejo Municipal de Desarrollo Rural.
