dc.description.abstractEl presente trabajo aplicativo se realizó a partir del análisis sobre la incidencia de la cooperación internacional en los proyectos humanitarios a la población migrante venezolana, refugiada y retornada que se desarrollaron durante los años 2.020 -que se crea el Grupo Interagencial sobre Flujos Migratorios Mixtos (GIFMM) en Santander- hasta el 2.023, comprendiéndolo desde la perspectiva de mitigación de riesgos, respuesta a emergencias, incorporación y apropiación de los Objetivos de Desarrollo Sostenible, pertenecientes a la Agenda 2030, fortalecimiento institucional y su efecto en el desarrollo de las acciones planteadas desde la administración pública de la Alcaldía de Bucaramanga. Lo anterior, a través de un análisis de datos a partir de boletines, artículos, informes y documentos que convalidaron los procesos que han sido llevados a cabo en el territorio en la ejecución de proyectos humanitarios, especialmente lo reportado en la plataforma R4V (Plataforma de coordinación interagencial para refugiados y migrantes de Venezuela) del GIFMM, de Migración Colombia, Alcaldía de Bucaramanga y de la Agencia Presidencial de Cooperación Internacional (ACP). Dentro de los resultados se identificó la incidencia de los proyectos en el acceso a derechos, formación, sensibilización y empoderamiento de estos, prevención de riesgos, efectos en la integración socioeconómica y cultural en el territorio, y fortalecimiento a las acciones dadas desde la institucionalidad.
dc.description.abstractenglishThe present applicative research was carried out based on an analysis of the impact of international cooperation in humanitarian projects on the Venezuelan migrant, refugee, and returnee population developed during the 2020s, when the Interagency Group on Mixed Migratory Flows (GIFMM) was created in Santander, until 2023 understanding it from the perspective of risk mitigation, emergency response, incorporation and appropriation of the Sustainable Development Goals, which are part of the 2030 Agenda, institutional strengthening and its effect on the development of actions raised from the public administration of the Mayor’s Office of Bucaramanga. The above, through an analysis of data from newsletters, articles, reports, and documents that validated the processes that have been carried out in the territory in the execution of humanitarian projects, especially the report on the R4V platform (Interagency Coordination Platform for Refugees and Migrants from Venezuela) of the GIFMM of Migration Colombia, the Bucaramanga City Hall and the Presidential Agency for International Cooperation (ACP). The results identified the projects' impact on access to rights, training, awareness raising, empowerment of rights, risk prevention, effects on socio-economic and cultural integration in the territory, and strengthening the actions taken from the institutional level.
