Se estudian las causas geopolíticas que determinaron la organización del territorio federal Goajira por parte del presidente de Venezuela, Gral. Antonio Guzmán Banco (1870-1888) y sus implicaciones sobre el estado Zulia. Para su elaboración se empleó el método de la investigación histórica-documental. Se concluye que luego de alcanzar sus objetivos políticos y económicos sobre la región zuliana a través del despojo de sus competencias tributarias y anulación de su autonomía procederá, conforme a los propósitos constitucionales de 1864, a la organización del territorio federal Goajira ante la inminente resolución del diferendo limítrofe con Colombia pero, aunque con la organización de dicho territorio logró apoderarse de la renta salinera e imponer su proyecto nacional a la región zuliana, el revés diplomático sufrido por el Laudo de Madrid de 1891 determinará su fracaso en el resguardo de los intereses y jurisdicción del Estado venezolano en la península de la Goajira.
The geopolitical causes that determined the organization of the federal territory Goajira by the president of Venezuela, general Antonio Guzmán Blanco (1870-1888) and their implications on the state of Zulia are studied. For its elaboration the method of historical-documentary research was used. It is concluded that after achieving its political and economic objectives on the Zulia region through the dispossession of its tax powers and annulment of its autonomy, it will proceed, in accordance with the constitutional purposes of 1864, to the organization of the federal territory of Goajira before the imminent resolution of the border dispute with Colombia but, although with the organization of said territory it managed to seize the salt income and impose its national project on the Zulia region, the diplomatic setback suffered by the Madrid Award of 1891 will determine its failure to protect the interests and jurisdiction of the Venezuelan State in the Goajira peninsula.
