| dc.description | Actualmente los programas desarrollados en Colombia para facilitar la vinculación de los ciudadanos a las Tecnologías de Información y Comunicación (TIC), concentran sus esfuerzos en aumentar y mejorar la infraestructura (hardware-software), lo cual se observa en los resultados presentados por el gobierno en cuanto a políticas de TIC, que se basan en la contabilización del número de computadores entregados, en el aumento de la velocidad de transmisión/recepción de la información o en el número de conexiones a Internet habilitadas en el país, entre otros. Sin embargo, el acceso a la Sociedad de la Información, la construcción de conocimientos y el desarrollo de procesos cognitivos resultan ser fases complejas no alcanzables con solo tener más tecnología. Este trabajo propone la consideración de variables vinculadas al entorno cultural de las regiones y el conocimiento de sus relaciones, con el fin de tener un factor determinante para predecir la aceptación tecnológica y su impacto en la cultura de los habitantes. Si el complejo multidimensional de cultura no es tenido en cuenta para implementar las TIC en la sociedad, la brecha digital será cada vez mayor, lo cual acrecentará la desigualdad en la educación y en el uso de los recursos tecnológicos, que al final se resumen en una mayor inequidad social y pobreza. | es-ES |
| dc.description | Currently in Colombia, the programs developed to facilitate citizens appropriation of the Information and Communication Technologies (ICT) concentrate efforts on to increasing and to improving the ICT infrastructure (hardware-software). This tendency might be observed in the results presented by the government about ICT politics which register the number of given computers, the increase on information transmission/reception speed or the number of Internet connections enabled in the country, among others. However, the access to the Information Society, the knowledge construction and the development of cognitive processes result to be non reachable complex phases with just having more technology. This work proposes the consideration of variables linked to the cultural environment of the regions and the knowledge of its relationships, with the purpose of having a key factor to predict the technological acceptance and its impact in the culture of the inhabitants. If the multidimensional complex culture is not considered to implement the ICT in the society, the digital gap will increasingly be bigger and it will increase the inequality in the education and in the use of the technological resources giving at the end a bigger social inequity and poverty. | en-US |
