En América se crearon los virreinatos, las capitanías y comandancias para administrar eficazmente las colonias y se suprimieron los corregimientos que serían después reemplazados por un sistema de intendencias para una mejor administración local. Así se logró mejorar la explotación de las riquezas coloniales y, por supuesto, la recaudación tributaria. Lógicamente esto no justifica los levantamientos perpetrados en los pueblos de Licto, Columbe y Guamote de 1803, así como tampoco es justificable el ahorcamiento de las indias e indios que fueron tomados prisioneros en estas revueltas, en las cuales tuvieron papel protagónico las mujeres de estas parcialidades del corregimiento de Riobamba. Sin embargo, el motivo real del levantamiento de los indios de Guamote y Columbe no tuvo otra razón, que saber del establecimiento de la aduana. Esta investigación se sustentó en la revisión de los fondos documentales de distintos archivos históricos como los del Banco Central del Ecuador, el Archivo Histórico de la Casa de la Cultura Núcleo de Chimborazo, y el Archivo Histórico General de Indias.

This led to improved the exploitation of colonial wealth and of course tax collection. Logically this does not justify the atrocious uprisings perpetrated in the villages of Licto, Columbe and Guamote of 1803, nor is the hanging of the Indians and Indians who were taken prisoner in these revolts justifiable. With a leading role the women of these biases of the corregimiento de Riobamba.
