dc.description.abstract	Este trabajo de investigaciŠn busca hacer un an⁄lisis de las iniciativas parlamentarias que han buscado aportar en pro de la conservaciŠn y preservaciŠn de los ecosistemas marino-costeros en los œltimos 20 aŒos, donde la actividad petrolera tiene cabida. Se busca actualizar la normativa vigente en proyectos off shore; que servir⁄ como base para el an⁄lisis t”cnico-normativo, que tendr⁄ en cuenta la informaciŠn ecosist”mica del off shore colombiano, junto a los impactos generados por las fases de explotaciŠn de hidrocarburos. Con el fin de reflexionar acerca de la eficiencia de la legislaciŠn ambiental en la protecciŠn de los ecosistemas marino-costeros. Todo esto buscando resolver la dispersiŠn en t”rminos de normativa para las actividades off shore y determinar de qu” manera se puede hacer una actividad sostenible donde exista actividad petrolera, logrando generar el m™nimo daŒo a las comunidades que habitan estos ecosistemas que tienen una gran importancia ambiental para la humanidad.
dc.description.abstractenglish	The off shore fossil fuel industry in Colombia has taken great relevance in the last decade due to the fact that seismic studies have yielded significant results for the production of gas and oil, opening an alternate approach of opportunities, that helps to improve the nation's finances. The increasing volume of exports translates into higher number of sales from these types of resources, this will also maintain a secure a constant flow of energy for the nation for many years to come. This research paper's main objective is to make an in depth study on the parliamentary initiatives that have tried to contribute in favour of the conservation and preservation of the marine-coastal ecosystems in the last 20 years where oil activity could take place. The aim is to help update the country's prevailing regulations in off shore projects. It will serve as the basis for the technical-rules analysis which will be taking into account the ecosystem's information of the Colombian off shore, including, the environmental afflictions generated by the different stages used in the fuel extraction process. All of this, to provide a solid basis for assessing the efficiency of Colombia's legal framework and environmental legislation in the protection of marine-coastal ecosystems and oil production. All this seeking to resolve the dispersion in terms of regulations for off shore activities and determine how a sustainable activity can be carried out where there is oil activity but generate minimal damage to the communities that inhabit these ecosystems that have great environmental importance for the humanity.
