| dc.description | In this paper, we are interested in making a comparison between two externally funded programmes for basic education in Argentina and Mexico. These are, respectively, the Programme for the Programa de Expansión y Mejoramiento de la Enseñanza Rural (EMER) implemented in the 1980s and the “Programa para Abatir el Rezago Educativo” (PARE) in the 1990s. We believe that EMER is a background to the policies that will be implemented after the Jomtien Conference, as is the case with the PARE in Mexico. The article is divided into four parts. First, we will report on the research that has addressed them. Secondly, we will focus on the objectives, the distribution of resources and the administration. Thirdly, we will address the coverage and the programs that succeeded them. Fourth, we will look at the types of evaluations that were conducted. Finally, we will look at the results of those evaluations. | en-US |
| dc.description | En este trabajo nos interesa realizar una comparación entre dos programas con financiamiento externo destinados a la educación básica en Argentina y México. Se trata, respectivamente, del Programa de Expansión y Mejoramiento de la Enseñanza Rural (EMER) implementado en los años 80 y del Programa para Abatir el Rezago Educativo (PARE) en los años 90. Consideramos que el EMER constituye un antecedente de las políticas que se van a implementar posteriormente a la Conferencia de Jomtien, como es el caso del PARE en México. El artículo se divide en cuatro partes. En primer lugar, daremos cuenta de las investigaciones que los han abordado. En segundo lugar, nos centraremos en los objetivos, la distribución de los recursos y la administración. En tercer lugar, abordaremos la cobertura y los programas que los sucedieron. En cuarto lugar, prestaremos atención a los tipos de evaluaciones de las que fueron objeto. Finalmente nos detendremos en los resultados de dichas evaluaciones. | es-ES |
