dc.description.abstract	El propósito de esta investigación es establecer el alcance de la gestión ambiental, entendida como las acciones realizadas, de los diferentes actores sociales con presencia en el ecosistema estratégico del páramo de Santurbán ubicado en los municipios de Vetas y California y su incidencia directa en la alteración o conservación de dicha zona. La importancia de este ecosistema radica en la prestación de bienes y servicios ambientales, como son el hecho de presentar un extraordinario panorama de belleza natural, áreas para la preservación de la biodiversidad y del recurso hídrico de especial relevancia desde el punto de vista económico y social, pues se constituyen en fuente de abastecimiento actual y futuro de agua para el acueducto del área metropolitana de Bucaramanga, centros urbanos, distritos de riego, y el sector minero y agropecuario. Se tendrá en cuenta las políticas públicas vigentes aplicadas al uso y conservación de los paramos con el fin de determinar el alcance de la normatividad nacional, regional y local, enfocadas a la consecución de un desarrollo sostenible. La metodología usada se basa en matrices que logren exponer los conflictos y potencialidades en las actividades y acciones que se realizan en el Complejo Lagunar Santurbán, territorio comprendido en los municipios de Vetas y California. Se analizaran los resultados de dichas matrices con el fin de determinar la magnitud y el sentido de la incidencia de la gestión ambiental sobre el páramo.
dc.description.abstractenglish	The purpose of this investigation is to establish the extent of the environmental management, understood like the actions realized, of the different social actors with presence in the strategic ecosystem of the Páramo of Santurbán situated in the municipalities of Vetas and California and his direct incidence in the alteration or conservation of said zone. The importance of this ecosystem lies in the provision of environmental goods and services, such as the fact present a unique panorama of natural beauty, areas for the preservation of biodiversity and of the water resource of special significance from the point of view economic and social, because they are in source of supply of current and future of water for the Aqueduct of the metropolitan area of Bucaramanga, urban centers, irrigation districts, and the mining industry and agriculture. It will take into account the public policies force applied to the use and conservation of the stopped in order to determine the scope of the legislative national, regional and local, geared toward the achievement of sustainable development. The methodology used base in matrices that attain to expose the conflicts and potentialities in the activities and actions that realize in the Complejo Lagunar Santurbán, territory comprised in the municipalities of Vetas and California. Analysed the results of said matrices with the end to determine the magnitude and the sense of the incidence of the environmental management on the páramo.
