dc.description.abstract | La Ley 1715 de 2014 tiene por objetivo promover, incentivar y disponer el desarrollo y la utilización de las fuentes no convencionales de energía enfocándose en aquellas de carácter renovable (Fuentes no Convencionales de Energía Renovable FNCER), en el sistema energético nacional, teniendo en cuenta la eficiencia energética y la respuesta a la demanda (Congreso de Colombia, 2014). Entre la clasificación de las FNCER se encuentra la generación mediante tecnología solar fotovoltaica, que representa según la Unidad de Planeación Minero-Energética (UPME) un nicho de oportunidad significativo para el desarrollo en el país (UPME, Integración de las energías no convencionales en colombia, 2015). Por otro lado, teniendo en cuenta que la generación con paneles solares ha tenido un avanzado desarrollo en varios países como España y Chile, mediante esta monografía se plantea un análisis técnico comparativo de la normativa que regula dicha actividad en cada país y debido a que en Colombia actualmente se están presentando cambios tecnológicos en esta área, se pretende identificar los aspectos por mejorar de la ley nacional considerando aspectos regulatorios, técnicos y financieros y se plantean algunas posibles soluciones. Para facilitar el análisis de dicha reglamentación en Colombia, este trabajo se ha dividido en tres capítulos: el primero menciona el marco regulatorio actual en el contexto nacional e internacional con respecto España y Chile; en el segundo capítulo se resumen las diferencias y similitudes encontradas entre la normatividad colombiana y la de los países mencionados; en el tercero se identifican las barreras encontradas en la regulación colombiana y se proponen soluciones para estas. Finalmente, se dan las conclusiones y observaciones que se obtuvieron con la realización del trabajo. | |
dc.description.abstractenglish | The Law 1715 of 2014 aims to promote, encourage and provide for the development and use of non-conventional energy sources, focusing on those of a renewable nature (Non-Conventional Renewable Energy Sources NCRES) in the national energy system, considering energy efficiency and demand response [1]. Among the classification of NCRES is photovoltaic solar technology generation, which represents a significant opportunity niche for country's development [2]. On the other hand, bearing in mind that solar panels generation has undergone advanced development in several countries such as Spain and Chile, this monograph presents a comparative technical analysis of the norms that regulate this activity in each country and due to the fact that technological changes are currently taking place in Colombia in this area, is intended to identify the aspects to improve the national law considering regulatory, technical and financial aspects and some possible solutions. In order to make the analysis of this regulation in Colombia easier, this monograph has been divided into three chapters: the first one mentions the current regulatory framework in the national and international context with respect to Spain and Chile; the second chapter summarizes the differences and similarities found between Colombian regulations and those of the countries mentioned; the third chapter identifies the barriers encountered in Colombian regulations and proposes solutions for them. Finally, it gives the conclusions and observations that were obtained during the completion of this monograph. | |
