RESUMENLa modificación del sistema de salud colombiano estimulado por la Constitución de 1991 y concretadoen la Ley 100 de 1993, incluyó la promoción de la salud dentro de los planes de beneficios del SistemaGeneral de Seguridad Social en Salud. Como se precisó inicialmente en la Carta de Ottawa, la promociónde la salud debía estar orientada al desarrollo de condiciones sociales, económicas, ambientales y políticasfavorables a la salud y propender por la ejecución de acciones articuladas entre sectores, instituciones,individuos y comunidades. 18 años después de la Ley 100, la promoción de la salud sigue a la esperade su desarrollo como corresponde a sus fundamentos conceptuales y operativos. El artículo hace unarevisión sobre la evolución de los conceptos y la normatividad promulgada en Colombia, señalando lasconfusiones, avances y retrocesos en la implementación de los diferentes decretos y resoluciones sobre eltema. As it was initially outlined in the Ottawa Letter, health promotionshould be oriented to the development of social, economic, environmental and political conditions forthe improvement of health and should encourage the execution of articulated actions between sectors,institutions, individuals and communities. Eighteen years after Law 100, health promotion is still to bedeveloped in accordance to its conceptual and operative fundamental aspects.
