dc.description.abstractEsta investigación tiene como objetivo fundamental diagnosticar y analizar a largo plazo las consecuencias tanto económicas como sociales que tendrá para el Departamento de Santander y sus municipios productores de hidrocarburos, la aplicación de la nueva ley de regalías 756 de 2002 en lugar de la antigua ley 141 de 1994; éste cambio obedece a una reforma hecha en el régimen de regalías, necesario para atraer a los inversionistas extranjeros. Para analizar esta problemática se hizo una proyección a diez años de la producción del departamento y con esta información junto con el precio del petróleo y la tasa de cambio se proyectó las regalías hasta el año 2014. Finalmente a partir de los resultados obtenidos en el desarrollo del trabajo, se realizan unas conclusiones y recomendaciones en procura de tomarse los correctivos necesarios para que las entidades territoriales de Santander afronten los nuevos retos y desventajas socioeconómicas que se avecinan con la aplicación de la nueva ley de regalías y la declinación de los campos de petróleo.
dc.description.abstractenglishThis researches has as fundamental objective, to diagnose and to analyze in a long-term the economics and social consequences that will have for the Santander Department and its municipalities producing of hydrocarbons, the application of the new law of bonuses 756 of 2002 instead of the old law 141 of 1994; this changes it obeys a reformation made in the régime of bonuses, necessary to attract the foreign investors. To analyze this problem it was made a projection to ten years of the production of the department and with this information together with the price of the petroleum and the rate of change was projected the bonuses until the year 2014. Finally starting from the results obtained in the development of the work, they are carried out some conclusions and recommendations in offers of taking the necessary correctives so that the territorial entities of Santander confront the new challenges and socioeconomic disadvantages that approach with the application of the new law of bonuses and the decline of the fields of petroleum.
