dc.description.abstractEste trabajo fue realizado dada la necesidad de establecer medidas preventivas y correctivas que sean una herramienta útil en la toma de decisiones en la construcción del puente Arroyo Pozo Ronco por el Instituto Nacional de Vías (INVIAS) y, que a su vez permitan obtener la viabilidad ambiental en cumplimiento a los requisitos legales exigidos por la autoridad ambiental. Este Plan de Manejo Ambiental (PMA) constituye el instrumento de planificación, manejo y control ambiental para el INVIAS en el proyecto de construcción del puente sobre el arroyo pozo ronco. A partir de la descripción de la base ambiental y de acuerdo con la información detallada de las actividades del proyecto se identifican, predicen, ponderan y valoran los potenciales efectos que estas actividades pueden causar sobre el medio ambiente para lograr definir medidas de manejo preventivas y correctivas que permitan evitar, minimizar o mitigar los impactos negativos y potenciar o aumentar los positivos, así como también permitir el manejo de situaciones de emergencia y los requerimientos de monitoreo, mediante mecanismos de seguimiento y control en los que la comunidad, la autoridad ambiental y el INVIAS, cada uno desde su propia competencia y responsabilidad, asegurarán el cumplimiento de lo planificado.
dc.description.abstractenglishThis work was done because of the need to establish precautionary and corrective measures to be a useful tool for taking decisions in the construction of the bridge “Arroyo Pozo Ronco” by the National Institute of Routes (INVIAS). And at the same time, it is necessary that these measures let obtain the environmental viability to fulfill all the legal requirements demanded by the environmental authority. This Plan of Environmental Management (PMA) constitutes the instrument of planning, operation and the environmental control to the National Institute INVIAS in the construction project of the bridge on the stream “Pozo -Ronco”. Starting from the description of the environmental data and according to the detailed information of the activities in the project, it is identified, predicted, deliberated and evaluated the potential effects that these activities may cause over the environment to define preventive and corrective measures that let avoid, play down or reduce the negative impacts and by the contrary, to promote or increase the positive ones. Also, that these measures allow the management of emergency situations and the requirements of monitoring through following up and controlling, mechanisms in which the community, the environmental authority and the INVIAS, each one from its own competence and responsibility, will make sure the carrying out of the activities planned.
