dc.description.abstractEn el contexto de la Política Nacional Ambiental (Colectivo Ambiental) se destacan los programas del Agua como el eje central y de calidad de vida urbana mediante los cuales, el manejo integral de los residuos sólidos se constituye en una de las prioridades, debido a la afectación que genera al medio ambiente. En este trabajo se plantea como objetivo fundamental Elaborar el Plan Municipal para la Gestión Integral de Residuos Sólidos (PGIRS) para el municipio de San Vicente de Chucurí, de tal manera que sea coherente con lo dispuesto en la Política Nacional para la Gestión Integral de Residuos Sólidos, la Normatividad Vigente, el Plan de Ordenamiento Territorial y los Planes de Desarrollo Municipal. El contenido incluye un primer capítulo con el marco legal vigente en Colombia relacionado con el tema, elementos de contexto y de unificación de criterios a nivel nacional y los principios básicos a tener en cuenta en el proceso de planificación. En los capítulos siguientes, el documento muestra los resultados de un diagnóstico integral del municipio, a nivel socioeconómico, ambiental, institucional, administrativo, financiero, técnico operativo y el análisis de la problemática donde se podrán identificar las debilidades, oportunidades fortalezas y amenazas, y sus causas y consecuencias. Este análisis nos permitió definir las bases para la realización de un ejercicio de prospectiva, que en consenso permitirá la formulación de objetivos y metas deseables y de alternativas viables y sostenibles en el tiempo basadas una evaluación de costos y fuentes de financiación para la ejecución de los programas y proyectos. Estos resultados serán presentados a los respectivos comités conformados para la formulación de este plan (técnico y coordinador) y que al final definirán las mejores alternativas para resolver a corto mediano y largo plazo el manejo de los residuos sólidos del municipio de San Vicente de Chucurí.
dc.description.abstractenglishIn the Environmental National Politics' context (Collective Environmental) they stand out the programs of the Water like the central axis and of quality of urban life by means of those which, the integral handling of the solid residuals is constituted in one of the priorities, due to the affectation that generates to the environment. In this work it thinks about as fundamental objective to Elaborate the Municipal Plan for the Integral Administration of Solid Residuals (PGIRS) for the municipality of San Vicente of Chucurí, in such a way that is coherent with that prepared in the National Politics for the Integral Administration of Solid Residuals, the Effective Normal, the Plan of Territorial Classification and the Plans of Municipal Development. The content includes a first chapter with the effective regulatory scheme in Colombia related with the topic, context elements and of unification of approaches to national level and the basic principles to keep in mind in the process of planning. In the following chapters, the document shows the results of an integral diagnosis of the municipality, to socioeconomic, environmental, institutional, administrative, financial level, operative technician and the analysis of the problem where they will be been able to identify the weaknesses, opportunities strengths and threats, and its causes and consequences. This analysis allowed to be defined the bases for the realization of an exercise of prospective that will allow the formulation of objectives and desirable goals in consent and of alternative viable and sustainable in the based time an evaluation of costs and financing sources for the execution of the programs and projects. These results will be presented to the respective committees conformed for the formulation of this plan (technician and coordinator) and that at the end they will define the best alternatives to solve to short medium and I release term the handling of the solid residuals of the municipality of San Vicente of Chucurí.
