El presente trabajo intenta llamar a la reflexión sobre si hay un cambio de la Universidad de Buenos Aires en cuanto a constituirse en un actor más dentro del entramado social y en relación con su función social. Para ello se analizan las funciones de la recién creada Subsecretaría de Vinculación Social e Inclusión Educativa, las cuales desarrolla a través de sus Centros Barriales Universitarios Rodolfo Puigross. A solo un año de haber sido creados, es difícil hacer una evaluación, pero sí podemos ver cómo se construyen a diario su accionar y las bases de su institucionalización. Se considera significante reflexionar sobre una experiencia puntual desarrollada desde la Universidad de Buenos Aires, porque la misma permite reflexionar sobre cuál debe ser el rol que deben cumplir las universidades estatales: ¿Estas deben ser pensadas como actores pertenecientes a una trama social cuya función es social y de inclusión, o bien como formadoras de élite que se asocian más a respuestas solicitadas por los mercados y los grupos económicos?Palabras claves: territorio, inclusión social, institucionalización de cambio, sujeto colectivo, derechos.
The present work aims at stirring reflective thought about whether Universidad de Buenos Aires has managed to embrace change and become a central actor within the social milieu in relation to the redefinition of its role. To this objective, the functions of the recently established Subsecretary of Social Bonding and Educational Inclusion were analyzed through its operational branches within the Rodolfo Puigross University Community Outreach Centers. It is unreal to evaluate their impact only one year after their inception, but an assessment of the institutional foundations and daily growth is possible, as input for reflection on the possible roles Universities must attend to within society: ¿Should the functions of universities be thought of as socially inclusive, or should they be aimed at educating the elites upon market and economic demands?Key words: territory, social inclusion, institutionalizing change, collective subject, rights.
