dc.description.abstractEl municipio de Zapatoca cuenta con un solo Hospital llamado Integrado La Merced, se encuentra dentro de la zona urbana del municipio de Zapatoca, actualmente su Directora es el Doctor Pablo Sephy Rojas Torres. Sus recursos se obtienen de la venta de servicios, los cuáles van dirigidos a toda la comunidad ya sean que tengan afiliacion tanto de Régimen Subsidiado o Contributivo, o se presenten como población pobre no asegurada la cual existe un convenio directo con el Departamento de Santander y por ultimo los particulares. El Hospital Integrado La Merced de Zapatoca, se creó mediante Acuerdo del Concejo Municipal del 20 de febrero de 1850. Mediante Resolución de agosto 9 de 1916, proferida por la Presidencia de la República le fue concedida personería jurídica. Esta institución a partir del año 1999 ha presentado un progresivo debilitamiento financiero originado básicamente en la incapacidad de ser auto-sostenible, situación que se genera entre otras causas por las siguientes: Causas Internas: A) Elevados costos fijos, frente a la estructura tarifaría, primordialmente ocasionado por las altas cargas salariales y prestacionales del recurso humano B) la rigidez existente en la planta de personal. Causas Externas: A) Costo del recurso humano en el sector público B) Insuficiente gestión de las diferentes entidades territoriales de salud frente a la problemática de institución. Todas estas circunstancias han conducido al Hospital Integrado La Merced de Zapatoca a una difícil situación financiera y presupuestal, por ello se pretende a través de este análisis presentar las posibles alternativas de solución que permitan alcanzar condiciones de equilibrio y asegurar la viabilidad técnica y financiera de la institución, así como un sensible mejoramiento de la calidad y oportunidad de los servicios ofrecidos.
