dc.description.abstractEste proyecto es el resultado obtenido gracias a la recopilación de información y su posterior análisis de las problemáticas encontradas en la realización de las consultas previas ejecutadas en el sector de hidrocarburos para proyectos sísmicos en los últimos 5 años Colombia, con la finalidad de presentar y aportar soluciones que faciliten y garanticen el buen proceso de este derecho fundamental que tienen las comunidades para salvaguardar su identidad cultural, socio ambiental, económica, etc. Los objetivos de este proyecto pudieron llevarse a cabo utilizando información veraz suministrada por cada una de las entidades que hacen parte de este, y por medio de métodos cuantitativos y cualitativos se realizó un análisis exhaustivo a la información que estas brindaron, para asi identificar cuáles consultas eran útiles y que permitieran cumplir con el alcance del proyecto. En este documento se encontrarán todos los datos obtenidos, antecedentes, tablas y gráficas que agrupan la información con más relevancia para esta investigación, y así mismo las causas principales del porqué las consultas previas en este sector tienen retrocesos y conflictos al momento de llevar a cabo una concertación de compensación económica entre el sector privado y las comunidades tales como indígenas y afrodescendientes.
dc.description.abstractenglishThis project is the result obtained by compiling information and its subsequent analysis of the problems encountered in the implementation of prior consultations executed in the hydrocarbon sector for seismic projects in the last 5 years in Colombia, in order to submit them and provide solutions to facilitate and ensure the proper process of this fundamental right that communities have to preserve their cultural, socio-environmental, economic, etc. identity. The objectives of this project were achieved using reliable information provided by each of the organizations that are part of this process, and by means of quantitative and qualitative methods an in-depth analysis of the information they provided was conducted, in order to identify which of these consultations were useful and which would allow the scope of this project to be fulfilled. In this document you will find all the data obtained, background information, tables and graphs that group together the most relevant information for this research, and also the main causes of why previous consultations in this sector have setbacks and conflicts at the time of carrying out a negotiation between the private sector and communities such as indigenous, Afro descendants, and others.
