CONOCIMIENTOS SOBRE DERECHOS Y DEBERES EN SALUD EN PROFESIONALES DE MEDICINA Y ENFERMERÍA, BUCARAMANGA, COLOMBIA

RESUMENDescribir el nivel de conocimientos que profesionales en medicina y enfermería, que laboran en instituciones de salud públicas y privadas de la ciudad de Bucaramanga (Santander-Colombia), tienen sobre derechos y deberes en salud establecidos en la Constitución Política y en el Sistema General de Seguridad Social en Salud, 2010. Método: Estudio descriptivo, exploratorio, transversal. Se seleccionaron aleatoriamente instituciones, servicios y profesionales participantes. Se indagaron los conocimientos en cinco componentes que cobijaron temas sobre derechos y deberes en salud inscritos en la Constitución Política, en el Sistema General de Seguridad Social colombiano y en la jurisprudencia constitucional; igualmente, se indagó sobre el conocimiento de mecanismos jurídicos para acceder al derecho a la salud en el territorio nacional. Se construyeron promedios en términos de porcentaje total y por componente. Resultados: El promedio global de conocimientos fue 57,7 %, el de conocimientos generales sobre Constitución Política 39,4 % y el de conocimientos sobre el SGSSS 55,1 %. Los profesionales que reportaron mayores niveles de conocimientos fueron: hombres, especialistas administrativos, médicos, personas con mayor experiencia laboral y trabajadores del sector privado. Los egresados menores a cinco años obtuvieron menores promedios de conocimientos. Conclusiones: El nivel de conocimientos en derechos y deberes en salud entre los profesionales de medicina y enfermería en Bucaramanga fue defciente.A pesar de que el conocimiento de estos temas es central en el desempeño de los profesionales del sector salud, se evidencia a partir de estos resultados, carencia de procesos de formación o educación continuada en el tema de derechos. Knowledge on health rights and duties in medicine and nursing professionals, Bucaramanga, Colombia ABSTRACTTo describe the level of knowledge that medical and nursing professionals who work in public and private health institutions in the city of Bucaramanga (Santander-Colombia), have about health rights and duties established in the Constitution and the Social Security System in Health, 2010. Method: Descriptive, cross-sectional study. The institutions, services and professionals were selected at random. Five components of knowledge were studied, which included issues on health rights and duties listed in the Constitution, the Social Security System and the Colombian constitutional jurisprudence, as well as legal mechanisms to obtain the right to health in the country. Total and partial means were calculated as percentages. Results: The overall knowledge average was 57,7 %, the general knowledge in Constitution was 39,4 % and the mean of knowledge in the health system was 55,1 %. Best scores were found in professionals who were men, administrative specialists, physicians, and people with more work experience and in the private sector. Graduates less than fve years obtained a lower mean score. Conclusions: The knowledge´s levels on rights and duties related to health were defcient in the health professionals in Bucaramanga. In spite of the importance of this subject in the health professional’s performance, is evident from these results an scarce of formation and continued education process in the subject of health rights.
