Evaluación de las alteraciones ambientales, a causa de los atentados realizados por grupos al margen de la ley en las principales líneas de transporte de crudo del país

dc.description.abstract | Los atentados terroristas a la infraestructura petrolera es un fenómeno con alta frecuencia en los últimos tres lustros, sin embargo, una documentación objetiva y detallada que cuantifique las pérdidas económicas por acciones intervencionistas, pérdida de hidrocarburo para la venta e impactos ambientales no se ha documentado para los oleoductos en Colombia, por tal motivo la presente investigación subyace como importante para futuras investigaciones similares. La investigación comienza analizando el sistema de transporte de hidrocarburo del país. Después se analiza una Big Data suministrada por la ANLA que detalla todos los sucesos donde haya habido pérdida de hidrocarburos en Colombia en perforación, exploración y transporte mediante una metodología discriminatoria que incluye únicamente atentados terroristas a los ductos en un periodo de tiempo del 2005 hasta el año 2020, mostrando un total de 270 atentados terroristas. El análisis anteriormente mencionado arroja que los oleoductos Trasandino y Caño LimónCoveñas albergan el 94% de los atentados del país, también es causante del 96% del hidrocarburo vertido al medio ambiente, igualmente es relevante que los departamentos en donde pasan estos ductos también pertenecen a zonas con alta inestabilidad social y militar. Finalmente, mediante la triple hélice se concluye que el acuerdo de Paz de la Habana de 2016 es la principal causa de la reducción de atentados terroristas, es decir, acuerdos de paz multilaterales es la mejor manera de reducir impactos ambientales ocasionado por acciones terroristas. También destaca que desde la academia de puede divulgar en forma fácil y efectiva investigaciones que ayuden a comunicar los impactos ambientales que deja el derrame de hidrocarburos en ecosistemas. | |
dc.description.abstractenglish | Terrorist attacks on the oil infrastructure is a phenomenon with high frequency in the last three decades, however, an objective and detailed documentation that quantifies the economic losses due to interventionist actions, loss of hydrocarbon for sale and environmental impacts has not been documented for oil pipelines in Colombia, for this reason the present investigation is important for future similar investigations. The investigation begins by analyzing the country's hydrocarbon transportation system. Afterwards, a Big Data provided by ANLA is analyzed that details all the events where there has been loss of hydrocarbons in Colombia in drilling, exploration and transportation using a discriminatory methodology that only includes terrorist attacks on pipelines in a period of time from 2005 to year 2020, showing a total of 270 terrorist attacks. The aforementioned analysis shows that the Trasandino and Caño Limón-Coveñas pipelines host 94% of the attacks in the country, it is also the cause of 96% of the hydrocarbon discharged into the environment, it is also relevant that the departments where these pipelines pass also belong to areas with high social and military instability. Finally, through the triple helix, it is concluded that the 2016 Havana Peace Agreement is the main cause of the reduction of terrorist attacks, that is, multilateral peace agreements are the best way to reduce environmental impacts caused by terrorist actions. It also highlights that the academy can easily and effectively disseminate research that helps communicate the environmental impacts left by the oil spill on ecosystems. | |
