dc.descriptionRESUMEN Este articulo contiene el desarrollo de una investigación que aún no ha sido explorada en Colombia, a pesar de que en los demás países hermanos latinoamericanos ya está siendo implementada y utilizada con frecuencia. Observar, analizar y estudiar las redes móviles en Colombia, ha permitido conocer y descubrir avances y falencias de los actores de la telefonía celular, desde los operadores, pasando por los reguladores hasta los usuarios finales, aspectos que han hecho posible el desarrollo de un protocolo de especificaciones para gestionar la calidad de servicio en la telefonía móvil celular, una propuesta que servirá potencialmente como guía ya sea a los operadores, organismos de regulación o a los mismos clientes para garantizar niveles mínimos de QoS. La importancia del protocolo de especificaciones de calidad de servicio en las redes de telefonía móvil celular radica principalmente en la satisfacción del usuario final, teniendo en cuenta el número creciente de usuarios en Colombia y en el mundo. La información de la calidad de servicio de las redes de TMC (Telefonía Móvil Celular) deberá ser transparente al usuario y deberá cumplir unos niveles mínimos, los cuales serán supervisados por los organismos de regulación del país, en este caso la Comisión Reguladora de Telecomunicaciones CRT.PALABRAS CLAVE: Protocolo, Gestión de Calidad, Calidad de Servicio, Telefonía Móvil Celular.   ABSTRACT This article contains the development of an investigation that not yet has been explored in Colombia, although in the other countries Latin American brothers already it is being implemented and being used frequently. To observe, to analyze and to study the mobile networks in Colombia, have allowed to know and to discover advances and errors of the actors of the cellular telephony, from the operators, happening through the regulators to the end users, aspects that have made the development possible of a protocol of specifications to manage the quality of service in the cellular mobile telephony, a proposal that will serve potentially as it guides or the operators, organisms of regulation or to such clients to guarantee minimum levels of QoS. The importance of the protocol of specifications of quality in the networks of cellular mobile telephony is mainly in the satisfaction of the end user, considering the increasing number of users in Colombia and the world. The information of the quality of service of the TMC networks (Cellular Mobile Telephony) will have to be transparent to the user and will have to fulfill levels minimum, which will be supervised by the organisms of regulation of the country, in this case the Telecommunications Commission of Regulation CRT.KEYWORDS: Protocol, Management of Quality, Quality of Service, Cellular Mobile Telephony.es-ES
