dc.description.abstract	Una oficina de dirección de proyectos es una estructura de gestión que estandariza los procesos de gobierno relacionados con el proyecto y hace más fácil compartir recursos, metodologías, herramientas y técnicas. En el proyecto se propone la creación de una unidad de gestión de proyectos de inversión para la Universidad Industrial de Santander que dé soporte a la formulación, ejecución, seguimiento y cierre de este tipo de proyectos institucionales, mejorando la calidad de los proyectos y los índices de eficiencia en la ejecución de los recursos. El documento se estructura partiendo del planteamiento y justificación del problema, los objetivos y la estructura metodológica en el capítulo uno; en el capítulo dos se presenta el marco teórico que incluye un recorrido por las diferentes teorías organizativas, la planeación estratégica y la dirección de proyectos, en el capítulo tres se realiza un diagnóstico interno y externo, basado una combinación de teorías aplicadas a la gestión de proyectos y benchmarking con instituciones nacionales e internacionales, así como un análisis de normativa aplicable a fin de determinar los diferentes elementos de la unidad. En el capítulo cuatro se presenta la propuesta de la unidad de gestión de proyectos de inversión con sus diferentes elementos como ubicación, tipo, objetivos, funciones, roles y responsables; en el capítulo cinco la propuesta financiera y finalmente en el capítulo seis y siete se presentan las recomendaciones, los impactos y las conclusiones. 1
dc.description.abstractenglish	A project management office is a management structure that standardizes government processes related to the project and makes it easier to share resources, methodologies, tools and techniques. The project proposes the creation of an investment project management unit for the Industrial University of Santander that supports the formulation, execution, monitoring and closing of this type of institutional projects, improving the quality of projects and a better efficiency in the execution of resources. The document is structured starting from the approach and justification of the problem, the objectives and the methodological structure in chapter one; chapter two presents the theoretical framework that includes a tour of the different organizational theories, strategic planning and project management. In chapter three an internal and external diagnosis is made, based on a combination of theories applied to the management of projects and benchmarking with national and international institutions, as well as an analysis of applicable regulations in order to determine the different elements of the unit. Chapter four presents the proposal of the investment project management unit with its different elements such as location, type, objectives, functions, roles and responsible parties; in chapter five the financial proposal and finally in chapter six and seven the recommendations, the impacts and the conclusions are presented.
