dc.description.abstract	En este proyecto se crea un modelo o protocolo donde se especifican los requisitos que debe desempeñar una red de telefonía móvil celular en Colombia, teniendo en cuenta cada uno de los elementos relacionados con la accesibilidad de la red, accesibilidad del servicio e integridad del servicio, los cuales conforman los bloques funcionales básicos para medir calidad de servicio en redes de TMC, a su vez este protocolo toma parámetros dados en estándares internacionales, normas GSM y CDMA, proporcionadas por la UIT (Unión Internacional de Telecomunicaciones), y por la ETSI (European Telecommunications Standards Institute), igualmente se basa en la caracterización de la regulación de calidad de servicio en otros países y por último toma en cuenta mediciones de voz y datos realizadas en las redes actuales de los operadores de telefonía móvil celular en Colombia, con el fin de que mediante este protocolo, se de inicio a la regulación de calidad de servicio en redes de telefonía móvil celular del país . Cabe señalar que éste no es un proyecto donde se evalúa la calidad de servicio actual de los operadores de telefonía móvil celular en Colombia, sino es una propuesta de regulación de calidad de servicio para Colombia, debido a la importancia y necesidad de regular y hacer mediciones de calidad de servicio para poder garantizarle al usuario niveles óptimos de comunicación, al mismo tiempo medir la calidad de servicio en Colombia será un factor influyente en la posición del mercado de cada uno de los operadores del país y permitirá a los usuarios finales, en cuanto a calidad, una transparente elección y seguimiento del operador de servicio.
dc.description.abstractenglish	In this project is created a model or protocol where are specified the requirements that must perform a mobile network of cellular telephony in Colombia, considering each one of the elements related to the accessibility of the network, accessibility of the service and integrity of the service, which they conform basic the functional blocks to measure quality of service in TMC networks, this protocol as well takes parameters given in international standards, norms GSM and CDMA, provided by the ITU (International Telecommunications Union ), and by ETSI (European Telecommunications Standards Institute), also it is based on the characterization of the regulation of quality of service in other countries and finally it takes the measurements of voice and data realised in the present mobile networks of the operators of cellular telephony in Colombia, in order that by means of this protocol, of beginning the regulation of quality of service in mobile networks of cellular telephony of the country. It™s possible to indicate that this one is not a project where the actual quality of service of the operators of cellular telephony in Colombia is evaluated, but is a proposal of regulation of quality of service for Colombia, due to the importance and necessity to regulate and to make measurements of quality of service that can guarantee at the user optimal communication levels, at the same time, measure the quality of service in Colombia will be an influential factor in the position of the market of each one of the operators of the country, and will allow at the end users, a transparent election and pursuit of the operator of service.
