dc.description.abstract	El ecoturismo como parte integral del turismo, puede tener un impacto socioeconómico en algunas subregiones específicas del país donde se den las ventajas comparativas para su desarrollo. La Guajira, uno de los departamentos con mayor biodiversidad en Colombia, no podía marginarse de este proceso que cobra gran fuerza nacional e internacional. La diversidad biológica y ecosistémica existentes en su territorio unida a la enorme diversidad cultural, consagran un enorme potencial para el desarrollo de actividades económicas y socioculturales de gran valor estratégico. Las políticas erradas fundamentadas en el crecimiento económico y la deficiente capacidad gubernamental de las décadas pasadas han contribuido a generar desastres ambientales, desigualdad en los ingresos y perturbaciones sociales en muchos países. El ecoturismo sólo puede desarrollarse, de manera duradera y sostenible, si se parte de una adecuada y sabia planificación de todos los elementos que esta actividad envuelve, y de un ordenamiento territorial que tome en cuenta la capacidad de carga propio a cada uno de sus ecosistemas, haciendo partícipe en su diseño y desarrollo y principal beneficiario a las comunidades de las zonas donde prende dicha actividad. El no formular y aplicar políticas de manera integral, se corre el riesgo de afectar adversamente al bienestar de las personas y reducir en consecuencia, su calidad de vida, evitando de esta forma el logro de un desarrollo regional endógeno sustentable. Por tal motivo se hace necesaria la implementación de una Política Ecoturística en el Departamento de La Guajira, que tenga en entación del ecoturismo, Fortalecimiento e integración interinstitucional, Formación y capacitación de recursos humanos, Control de calidad del producto ecoturístico, Generación de información, Implementación y adecuación de la infraestructura, Concientiza ecoturismo se realice de forma sostenible
dc.description.abstractenglish	Ecotourism as an integral part of tourism, can have an economic impact on some specific subregions of the country where comparative advantages are given to their development. La Guajira, one of the departments with the greatest biodiversity in our country, could not marginalized from this process that takes great strength and abroad. Biodiversity and ecosystem within their territory together with the enormous cultural diversity, devoted an enormous potential for developing economic and cultural activities of high strategic value. The misguided policy based on economic growth and weak government capacity in the past decades have contributed to environmental disasters, income inequality and social dislocation in many countries. Ecotourism can only develop so durable and sustainable, if part of proper planning and wise all items that this activity involves, and land use planning that takes into account the carrying capacity itself to each of their ecosystems by engaging in the design and development and main beneficiary communities in areas where such activity prende. Failure to formulate and implement policies in a comprehensive, one runs the risk of adversely affect the welfare of people and thus reduce their quality of life, thus preventing the achievement of sustainable endogenous regional development. For this reason it becomes necessary the implementation of an ecotourism policy in the Department of La Guajira, which takes into account strategies "Regulation of ecotourism, and strengthening interinstitutional integration, training and human resource training, quality control of the ecotourism product generation information, implementation and adequacy of infrastructure, awareness and information for tourists and Community Involvement "that the practice of ecotourism is conducted sustainably.
