dc.description.abstract	El propósito de este proyecto es conocer el estado del arte de la creación y gestión de empresas Spin Off Universitarias para determinar los factores fundamentales que orientarán los descubrimientos de la UIS hacia esta forma de transferencia de tecnología. La investigación partió de un estudio de la literatura a través de artículos, noticias, libros y tesis con una ventana de tiempo de 29 años (1982-2011). Adicionalmente, se consultaron en internet algunas experiencias universitarias internacionales en creación de Spin Off universitarias y se documentaron ejemplos nacionales a través de entrevistas personalizadas. Se revisó el marco jurídico colombiano y las políticas institucionales que se relacionan con esta práctica para conocer el contexto en que se encuentra la UIS. Por último, se establecieron lineamientos que debe seguir la UIS para potenciar la creación de este tipo de empresas a partir de sus resultados de investigación. Con esta investigación, se encontró que es importante participar en un proyecto de ley que manifieste que las universidades públicas pueden crear empresas Spin Off y así tener soporte jurídico que permita orientar las políticas de transferencia de la UIS. Además se requiere fortalecer la Dirección de Transferencia de Conocimiento, en especial su programa de emprendimiento, en temas como la Vigilancia Tecnológica, Valoración de Resultados de investigación y formación del investigador para hacer posible la creación de este tipo de empresas. Se considera que la mejor alternativa para crear empresas Spin Off, se presenta cuando transfiere la tecnología a la nueva empresa sin convertirse en socia patrimonial ni gestora, pero apoyando la puesta en marcha y su desarrollo, lo cual permitirá recibir ganancias por concepto de regalías; además, no tendrá que participar en la administración ni tampoco asumirá el riesgo de caer en detrimento patrimonial dado el carácter público de la Universidad. 1
dc.description.abstractenglish	The purpose of this project is to know the State of the Art on the creation and management of University Spin Off to determine the key factors that will transfer. The research was conducted starting from a literature review including articles, news, magazines, books and thesis with a time line of 29 years, since 1982 to 2011. The research including too an approach to international academic experiences on the internet and the documentation of national experiences following customize interviews. Also it was revised the Colombian Legal framework and the university institutional policies that are related to this practice to establish what is the UIS´s situation in these contexts. Finally, they were proposed some elements which should be followed by the university to potentiate the creation of this type of business from research results. After applying this logic of research, it was found that it is important to participate in a law project related to the possibility that public universities can create Spin Off companies to get a legal support to guide the transfer policies of UIS. Additionally, it is necessary to strength the direction of The Knowledge Transfer Office, specially its Entrepreneurship Program, in areas such as Technology Watch, Assessment of results of research and researcher training to en it transfers the intellectual property to the new enterprise without becoming one of its stockholders. The university will receive an income from royalties, without participating in the management of the new University Spin Off Company and it won´t take the risk of commit assets to the detriment.
