dc.description.abstract	El desarrollo tecnológico en el sector agropecuario se presenta como un motor de crecimiento con capacidad de transformación y como una estrategia para fortalecer la competitividad y productividad del sector, por lo tanto, es necesario contar con información actualizada en torno a esta temática, que permita la toma de decisiones acertadas y el cierre de brechas existentes en el sector. Teniendo en cuenta lo anterior, esta investigación expone las capacidades en Ciencia, Tecnología e Innovación con las que cuenta el sector agropecuario del departamento de Santander, las cuales se presentan como un insumo para el cumplimiento del primer objetivo del proyecto Agrópolis MACTOR, permitiendo realizar el diagnóstico del sector. Inicialmente se hizo un análisis de las metodologías de medición de capacidades de Ciencia, Tecnología e Innovación, las cuales se identificaron mediante la revisión de la literatura, como resultado de esta etapa se definió el enfoque metodológico. Después se seleccionaron los indicadores apropiados para medir las capacidades en el sector agropecuario tomando como base el enfoque de Sistemas de Innovación, a partir de ello se diseñó el instrumento de análisis, el cual relaciona el enfoque metodológico con los indicadores seleccionados. Finalmente se evidenció que la información de los indicadores no se analiza a nivel de sistema y por el contrario la mayoría de la información se encuentra por dimensiones específicas. Además, se identificaron las oportunidades, brechas y fortalezas que presenta el sector en términos de Ciencia, Tecnología e Innovación, las cuales se consideran como insumos para el diseño de políticas públicas y de investigación, que dan respuesta a las necesidades de este sector estratégico.
dc.description.abstractenglish	Technological development in the agricultural sector is presented as a growth engine with capacity for transformation and as a strategy to strengthen the competitiveness and productivity of the sector, therefore, it is necessary to have information on this subject, which allows for the right decision-making and the closing of existing gaps in the sector. Taking into account the above, this research exposes the capacities in Science, Technology and Innovation that the agricultural sector of the Department of Santander has, which are presented as an input for the fulfillment of the first objective of the Agropolis MACTOR project, making it possible to carry out the diagnosis of the sector. Initially an analysis was made of the methodologies for measuring STI capacities, which were identified through the literature review, this stage consisted mainly in the definition of the methodological approach. After that, the appropriate indicators were selected to measure the capacities in the agricultural sector based on the innovation systems approach, based on which the analysis instrument was designed, which relates the methodological approach with the selected indicators. Finally, it is evident that the information of the indicators is not analyzed at the system level and, on the contrary, most of the information is found by specific dimensions. In addition, the opportunities, gaps and strengths that the sector presents in terms of STI are identified, which are considered as inputs for the design of public policies and research that respond to the needs of this strategic sector.
