dc.description.abstract	Territorios Digitales es un programa del Ministerio de las Tecnologías de la Información y las comunicaciones, cuyo propósito es promover el uso innovador de las herramientas TIC para el desarrollo de los territorios. En el Magdalena Medio Colombiano esta iniciativa fue impulsada por la Fundación Fruto Social de la Palma, que luego de una ardua labor de gestión logró en el 2008 la consolidación del Territorio Digital Corredor Multimedia Magdalena Medio CM3, mediante alianzas estratégicas con entidades como ECOPETROL S.A. y las alcaldías de Barrancabermeja, Puerto Wilches, Rionegro, Sabana de Torres y San Vicente de Chucurí del departamento de Santander y Cantagallo y San Pablo del departamento de Bolívar. CM3 benefició a 191 instituciones de los sectores: educativo, salud, comunitario y productivo desarrollando los componentes de: 1. Masificación de la infraestructura, 2. Conectividad banda ancha rural, 3. Alfabetización Digital, 4. Equipos de cómputo y 5. Apropiación Social. La inclusión de las TIC en las comunidades rurales de difícil acceso está fundamentada en la versatilidad de estas herramientas para ampliar oportunidades mediante el uso apropiado de la información y el conocimiento proveniente de la sociedad de la información. El valor agregado de esta iniciativa es la capacidad de dar sentido a las TIC en las comunidades rurales, utilizando Mapeo de Alcances como herramienta metodológica que promueve la auténtica apropiación de las iniciativas de desarrollo a través de un enfoque participativo. Enmarcados en esta metodología se ejecutaron tres etapas con los actores locales: conocimiento del contexto, construcción de la ruta hacia la apropiación de las TIC y propuesta de seguimiento. Esta propuesta da cuenta de los nuevos retos que emprenden los trabajadores sociales como facilitadores en iniciativas donde las comunidades son los agentes transformadores de su propio desarrollo.
dc.description.abstractenglish	Digital Territories is a program of the Ministry of Information Technologies and Communication, whose purpose is to promote the innovative use of ICT tools for development of the territories. In the Magdalena Medio Colombiano this initiative was driven by the Foundation Fruto Social de la Palma, that after a difficult management task achieved in 2008 consolidation of Land Digital CM3 Corredor Multimedia Magdalena Medio CM3, through strategic alliances with entities such as ECOPETROL SA and the mayor of Barrancabermeja, Puerto Wilches, Rionegro, Sabana de Torres and San Vicente de Chucurí, department of Santander and Cantagallo and San Pablo of the Department of Bolívar. CM3 benefited to 191 institutions in the sectors: education, health, community development and productive components: 1. Mass of infrastructure, 2. Rural broadband connectivity, 3. Digital Literacy, 4. Computer equipment and 5. Social appropriation. The inclusion of ICT in remote rural communities is based on the versatility of these tools to expand opportunities through appropriate use of information and knowledge from the information society The added value of this initiative is the ability to make sense of ICT in rural communities, using OM as a methodological tool that promotes the true ownership of development initiatives through a participatory approach. Framed in this three-stage methodology is implemented with local stakeholders: knowledge of the context, construction of the road to the appropriation of ICT and motion tracking. This proposal takes account of new challenges to undertake social workers as facilitators in initiatives where communities are the agents of change for their own development.
