| dc.description.abstract | En el intento de conocer y contribuir en el Desarrollo Humano Sostenible del Departamento de Santander, se ha generado un proyecto institucional desde la Universidad Industrial de Santander denominado Observatorio Regional; éste se concibe como un Modelo Técnico Metodológico de Investigación Social, que permite la recolección, interpretación, análisis y sistematización de información poblacional y socioeconómica de las provincias de Santander, teniendo en cuenta los principios de participación y comunicación desde y para los actores sociales que conforman el territorio; esto con el propósito de generar estrategias que amplíen las oportunidades económicas, educativas, ambientales, en salud y participación política, para contribuir en el mejoramiento de las condiciones de desarrollo humano y regional, mediante el conocimiento del impacto de la Política Pública, de la inversión pública y de los niveles de desarrollo humano. El Observatorio Regional para el Desarrollo Humano Sostenible (ORDHS) orienta sus acciones desde un componente investigativo y un componente de socialización: el primero hace referencia a la depuración de información de las variables salud, educación, participación política y medio ambiente; el segundo componente se refiere a la conformación del grupo promotor para el desarrollo humano sostenible, con actores sociales que son representativos en los Núcleos Provinciales de García Rovira, Comunero y Vélez, con el fin de motivar la participación en procesos de planeación regional; para este fin se realizó la socialización en cada municipio sobre su estado actual en cuanto a Necesidades Básicas Insatisfechas, Índice de Condiciones de Vida, Índice de Desarrollo Humano, entre otros aspectos. La metodología implementada por el ORDHS, se fundamenta en la investigación social desde sus dos modalidades: la cuantitativa y la cualitativa, la primera se enfoca al cálculo de indicadores sociales orientados por los Objetivos de Desarrollo del Milenio y la segunda modalidad a la formulación de proyectos sociales; las técnicas utilizadas son los talleres crítico-reflexivos, socializaciones, seminarios, encuestas, programas radiales y entrevistas estructuradas. | |
| dc.description.abstractenglish | In an attempt to learn and contribute to Sustainable Human Development in the Department of Santander, it has generated an institutional project from the Industrial University of Santander called Regional Observatory, which is conceived as a Technical Model for Social Research Methodology, which enables the collection, interpretation, analysis and systematization of information and socioeconomic population in the provinces of Santander, taking into account the principles of participation and communication to and from the social partners that make up the territory, with the purpose of generating strategies that expand economic opportunities, educational , environmental, health and political participation, to help in improving the conditions of human development and regional levels, through knowledge of the impact of public policy, public investment in human development levels. The Regional Centre for Sustainable Human Development (ORDHS) directs their actions from a research component and a component of socialization: the first refers to the cleansing of information variables health, education, political participation and the environment, and the second component is refers to the formation of the group advocate for sustainable human development, social actors that are representative in the Provincial kernels Garcia Rovira, Communard and Velez, to encourage participation in the regional planning processes; for this purpose was conducted socialization in each municipality on their current status in terms Unsatisfied Basic Needs, Living Conditions Index, Human Development Index, among other things.
