dc.description.abstract	La situación demográfica actual en Colombia está en descenso, cada día nuestra población envejece y la edad promedio de vida aumenta, a su vez que la soledad, falta de atención y abandono de esta población. Lo anterior representa un serio problema para el Estado colombiano que se ve representado en una alta carga prestacional y tributaria para el sostenimiento de esta población vulnerable. Por tanto nuestra Constitución Política ha establecido una protección constitucional de los derechos fundamentales de los Adultos mayores. Bucaramanga no es ajena a esa realidad demográfica, por lo tanto se plantea un estudio respecto a la situación actual del adulto mayor institucionalizado, los Centros Vida y los Centros de Bienestar en el municipio de Bucaramanga, para analizar la gestión que se desarrolla en el Municipio de Bucaramanga con los recursos destinados en la Estampilla Pro Anciano y cómo se están distribuyendo los recursos por este concepto en el Municipio de Bucaramanga, para poder determinar qué tan efectiva es la ayuda brindada por el Estado Colombiano y si en realidad son suficientes los dineros recaudados para garantizar una protección eficaz de los derechos fundamentales de la tercera edad institucionalizada en los Centros Vida y los Centros de Bienestar del anciano en la capital del departamento de Santander.
dc.description.abstractenglish	The current demographic situation in Colombia is declining, our population ages every day and the average age of life increases, as well as the loneliness, lack of care and abandonment of this population. The above represents a serious problem for the Colombian State, which is represented in a high tax and benefit burden for the support of this vulnerable population. Therefore, our Political Constitution has established a constitutional protection of the fundamental rights of older adults. Bucaramanga is no stranger to this demographic reality, therefore a study is proposed regarding the current situation of the institutionalized older adult, the Centros Vida and the Centros de Bienestar in the municipality of Bucaramanga, to analyze the management that is developed in the Municipality of Bucaramanga with the resources allocated in the Pro Anciano Stamp and how the resources for this concept are being distributed in the Municipality of Bucaramanga, in order to determine how effective the aid provided by the Colombian State is and if in reality the money collected is sufficient to guarantee effective protection of the fundamental rights of the elderly institutionalized in the Centros Vida and the Centros de Bienestar for the elderly in the capital of the department of Santander.
