| dc.description.abstract | En una época moderna globalizadora, donde el Estado ya no tiene el papel de interventor directo en la economía, pero donde el mercado tampoco tiene la capacidad de regular la economía eficientemente, el nuevo papel del estado será el de creador de ambientes competitivos para la industria. De experiencias llegadas del Norte de Italia y sur de Francia se ve a la PyMe como portadora casi natural de eficiencia en razón a su tamaño y flexibilidad. Sin embargo, estudios realizados en nuestro país, muestran una inercia en los resultados de productividad y crecimiento de estas unidades productivas. Surgen diversas preguntas a este problema planteado: *Porqué si las políticas se están llevando a cabo en la actualidad no son efectivas? | |
