| dc.description.abstract | El documento es la elaboración y análisis de la Caracterización Socioeconómica implícita en la primera etapa del Plan de Ordenamiento y Manejo Ambiental (POMA) de la Cuenca Hidrográfica del Río Algodonal en el Departamento Norte de Santander. Dentro de ésta se tuvieron en cuenta cuatro dimensiones: Dinámica Poblacional, Estructura de Sociabilidad, Actividades Económicas y Tenencia de la Tierra. Se muestra el Desarrollo Local y Desarrollo Sostenible como soporte teórico de este proceso y la importancia del POMA para el desarrollo de las regiones. Se evalúan las limitantes y fortalezas en que se desenvuelve la Cuenca para generar estrategias posibles para escenarios futuros de lo que se concluye que la vocación económica se orienta hacia la actividad del sector primario. Se recomienda la incorporación de tecnología limpia en la producción para aumentar la competitividad y poder responder a las nuevas exigencias del proceso globalizador, potencializar los productos en los cuales se es más competitivo de acuerdo a los planteamientos del Ministerio de Agricultura y Medio Ambiente y crear espacios en el sector de la industria hacia la cooperación y asociación de todos los actores para generar valor agregado a los productos potenciales. Se detectaron los principales problemas ambientales que están provocando la pérdida de productividad de los suelos, la desaparición de la biodiversidad en flora y fauna y la formación de procesos erosivos; aspectos que afectan directamente las fuentes hídricas que constituyen el pilar fundamental en el desarrollo socio-económico de los Municipios de Ábrego, La Playa y Ocaña. | |
| dc.description.abstractenglish | The document is the elaboration and analysis of the implicit Socioeconomic Characterization in the first stage of the Plan of Classification and Environmental Handling (POMA) of the Hydrographic Basin of the Rio Algodonal in the Department North of Santander. Inside this it were kept in mind four dimensions: Populational dynamics, Structure of Sociability, Economic Activities and Holding of the Earth. It is shown the Local Development and Sustainable Development as theoretical support of this process and the importance of the POMA for the development of the regions. The restrictive ones and strengths are evaluated in the development of the Basin to generate possible strategies for future scenarios of what concludes that the economic vocation is guided toward the activity of the primary sector. The incorporation of clean technology is recommended in the production to increase the competitiveness and to respond to the new demands of the globalization process, fortify the products in which it is more competitive according to the positions of the Ministry of Agriculture and Environment and to create spaces in the sector of the industry toward the cooperation and the association of all actors to generate added value to the potential products. The main environmental problems were detected that are causing the loss of productivity of the floors, the disappearance of the biodiversity in flora and fauna and the formation of erosive processes; aspects that affect the hydrics sources that constitute the fundamental pillar in the socio-economic development of the Municipalities of Ábrego, La Playa and Ocaña | |
