dc.description.abstract	El presente trabajo realizó análisis jurídico de la implementación del marco normativo que regula la actividad turística y la protección del páramo de Santurbán. En particular se inició realizando análisis jurídico el marco normativo que protege el medio ambiente a nivel nacional, para de allí obtener una perspectiva general de la protección a ecosistemas fundamentales en el territorio nacional. A partir de ello se procedió establecer la normativa a nivel regional que le atañe concretamente al páramo de Santurbán, para determinar si efectivamente el páramo de Santurbán goza con una figura de protección normativa. Al igual que el estudio del contexto histórico y social del páramo de Santurbán debido a que, los comportamientos asumidos por pobladores del páramo de Santurbán en conjunto con los comportamientos acogidos por el Gobierno nacional en las últimas décadas, han permitido la inoperancia del marco normativo que regula y protege el páramo de Santurbán y las actividades de turismo realizado en el mismo. Adicional a lo anterior, se realizó visita técnica al parque natural regional del páramo de Santurbán jurisdicción de la Corporación Para La Defensa De La Meseta De Bucaramanga evidenciando el estado actual de protección del páramo de Santurbán al igual que las labores realizadas por la autoridad ambiental competente.
dc.description.abstractenglish	The present work carried out a legal analysis of the implementation of the regulatory framework that regulates tourism activity and the protection of the páramo de Santurbán. In particular, the legal framework that protects the environment at the national level began to be carried out through a legal analysis, in order to obtain a general perspective of the protection of fundamental ecosystems in the national territory. From this proceeded to establish regulations at a regional level that pertain specifically to the páramo de Santurbán, to determine whether or not the Santurbán páramo enjoys a figure of regulatory protection. As well as the study of the historical and social context of the páramo de Santurbán because, the behaviors assumed by the páramo villagers sanctify in conjunction with the behaviors received by the national government in recent decades, have allowed the ineffectiveness of the regulatory framework that regulates and protects the páramo de Santurbán and the tourism activities carried out in it. In addition to the above, a technical visit was made to the Páramo national Park of Santurbán, jurisdiction of the Defense Corporation of the Bucaramanga Plateau, demonstrating the current status of protection of the Sanurban páramo, as well as the work carried out by the competent environmental authority.
