| dc.description.abstract | El fortalecimiento de la acción integral contra la problemática de minas antipersonal MAP y los restos explosivos de guerra REG es una necesidad presente en todo el territorio colombiano y en especial en los departamentos con mayor intensidad en el conflicto como el caso de Arauca. La degradación que vive el conflicto armado en Colombia es el resultado de la evolución de años de guerra pues a medida que se desarrolla la humanidad, a la par con ella la tecnología bélica hace lo propio pareciendo incluso que es esta quien jalona la evolución humana. El problema de las MAP en Colombia es de grandes magnitudes, prueba de ello es que en el 2007 fue el país con más víctimas en el mundo y de mantenerse esta tendencia, tendremos este deshonroso puesto por mucho tiempo. El departamento de Arauca ocupa el quinto puesto a nivel nacional siendo el municipio de Tame el más afectado. Con este panorama es indispensable fortalecer la respuesta integral a la problemática, para ello se trabajo en cuatro puntos fundamentales que son: la reactivación del comité departamental de acción integral contra MAP, mejorar la coordinación interinstitucional, divulgar la ruta de atención integral a víctimas de MAP-REG con las instituciones y autoridades del departamento y por ultimo presentar una propuesta para la realización de educación en el riesgo de minas con las comunidades en riesgo en el departamento. Entre las principales conclusiones del presente trabajo se destacan: en Colombia no se respeta el derecho internacional humanitario, es indispensable la coordinación interinstitucional para dar una respuesta integral a la problemática, no existe una verdadera política pública frente al tema por lo que es necesario continuar trabajando en beneficio de las víctimas del conflicto armado colombiano. | |
| dc.description.abstractenglish | The invigoration of the integral action against the problem of antipersonal mines (MAP) and war remaining explosives (REG) is a present necessity in the whole Colombian territory and especially in the states with more intensity in the conflict such in the case of Arauca. The degradation that the armed conflict in Colombia is the result of the evolution of war years since the developing humanity. At the same time with it, the war technology makes the same and it seems that it is that brings the human evolution. The problem of the MAP in Colombia is of big magnitudes, it proves that in 2007, it was the country with more victims in the world and if it stays in this tendency, we will have this disgraceful ranking by many years. The department of Arauca occupies the fifth position in the national level being the municipality of Tame the most affected one. Under this panorama was indispensable to strengthen the integral answer to this problem, to complish it was necessary to implement four fundamental actions: The reactivation of the departmental committee of integral action against MAP, to improve the coordination interinstitucional, to disclose the route of integral attention to victims of MAP-REG with the institutions and authorities of the department, and last to present a education proposal to show the risk of mines with the communities in risk in the department Among the main conclusions of this present work, is to create a document for this project , where it is important to mention that in Colombia the humanitarian international right is not respected, and it is indispensable the coordination interinstitucional to give an integral answer to the problem, neither a true public politics exist. Therefore is necessary to continue working for the benefict of the victims colombian armed conflict. | |
