dc.description.abstract	Esta monografía requisito de grado, es una evaluación de la contratación directa a partir de los principios de contratación estatal según el decreto 1510 de 2013, aplicada a 6 contratos firmados y ejecutados en la alcaldía de Bucaramanga, en Enero del 2014. Es un desafío poder analizar los parámetros definidos en el Titulo I. modalidades de selección, capítulo IV del decreto 1510 de 2013 que indica las condiciones para llevar a cabo la contratación directa y establecer si los mismos permiten cumplir con los principios que rigen la contratación estatal. Para cumplir con éste desafío se trabajaron objetivos tales como el de analizar los cambios introducidos por el Decreto 1510 de 2013, en la contratación estatal colombiana, en la modalidad de contratación directa; también se identifica si la institución seleccionada para el análisis, está cumpliendo con los procesos en la modalidad de contratación directa, determinado por la ley. De igual forma se analizó si el nuevo proceso en la modalidad de contratación directa es empleado por las entidades como un método para realizar fraudes, evidenciando la forma cómo, por medio de este proceso de contratación las mismas evitan el cumplimiento de los principios de la contratación estatal, llegando a conclusiones que se deben aplicar de forma inmediata en pro de la justicia y la equidad en la contratación.
dc.description.abstractenglish	This monograph degree requirement is an assessment of the direct recruitment from the principles of government contracting by decree 1510 of 2013, applied to 6 signed and executed contracts as mayor of Bucaramanga, in January 2014 is a challenge to analyze the parameters defined in Section I. selection methods, Chapter IV of Decree 1510 of 2013 which indicates the conditions for conducting direct recruitment and determine whether they allow compliance with the principles governing government contracting. To meet this challenge objectives such as analyzing the changes introduced by Decree 1510 of 2013, the Colombian government contracts, in the form of direct contracting is worked; is also identified if selected for analysis, an institution is complying with the processes in the form of direct recruitment, determined by law. Similarly it was analyzed whether the new process in the form of direct contracting is employed by institutions as a method for fraud, showing the way, through this process of hiring them avoid compliance with the principles of recruitment state, reaching conclusions that should be applied immediately in favor of justice and equity in hiring. It is concluded that in the 6 direct contracts under review, belonging to the first half of 2014, analyzed by the research team, is reflected only partial changes introduced by Decree 1510 of 2013, in government procurement Colombiana, regarding the Act 80 of 1993; concertándola with Chapter IV of Decree 1510 of 2013 and in Colombia buying efficient, it was found that today is safer for both the State and for bidder purchases the new rules, according to the intent of the standard, only that it must enforce it in more detail, in the case of direct contracting more of these requirements are ignored, allowing the recruitment stage 5 - running total lack becomes apparent.
