| dc.description.abstract | Los Consejos de Juventud son organismos de representación juvenil integrados por jóvenes, autónomos en el ejercicio de sus competencias e integrantes del sistema nacional de juventud creados para actuar como instancia válida de interlocución y consulta ante el Estado en lo referente a defensa de sus derechos. Este texto busca brindar una serie de herramientas conceptuales, jurídicas y prácticas para el fortalecimiento de la participación juvenil y el mejor desempeño de los consejos de juventud. Se basa en la recopilación de la normatividad que desarrolla el tema de la participación juvenil y otros estudios prácticos; se usa el método deductivo, y se aborda un estudio socio jurídico que trasciende el análisis normativo. Este documento esta dividido en dos grandes partes. En la primera está el fundamento teórico de los consejos de juventud. La segunda parte concreta la conformación del consejo de juventud en Floridablanca. El trabajo de campo reitera la necesidad de implementar el consejo municipal de juventud en el municipio de Floridablanca, para mejorar el impacto de la oferta institucional hacia los jóvenes y el liderazgo juvenil. Falta conocimiento de este mecanismo de participación por parte de los jóvenes y los funcionarios públicos, por tanto es preciso que el proceso para la conformación del consejo de juventud comience con campañas masivas de formación en derechos y deberes de la juventud, así como la ley de juventud. | |
| dc.description.abstractenglish | The council of youth are organization that represent the young people, integrated by several members of them, they are autonomous in the development of their concerning function, they are part of the national organization of youth build up to act as legal means of communication and question before the state, with the aim to defend the youth right. This text is looking for bring some conceptual and juridical tools to enforce the participation of the youth and the better performance of the youth's council, its based in summary of tow and ruler reference to the youth participation and others practical studies, we use the deduce method and talk about a social juridical study that transcend the low and ruler analyst. This document is divide in two big part the first is pointed to the scope of participation of the youths council. The second part basis a the conformation of the youth's council in Floridablanca. The studies reiterate the need of conferment the council in Floridablanca town, in order to perform better offer from the state to the youth. There is a lack of know ledge of this participation mechanism in the youth of Floridablanca and in its towns mayoralty. There by is necessary that the process of conformation, election and function of the youth's council, start with a massive campaign of educative on right and duty pertinent to the youth, and also to the youth's council. | |
