dc.description.abstract	La Teoría del Desarrollo Basado en el Conocimiento ha sido un referente por excelencia para comprender la relevancia que tienen las iniciativas de Ciencia, Tecnología e Innovación en el desarrollo regional. Así mismo, es significativo el papel que desempeñan los Sistemas Regionales de Innovación (SRI) como creadores de conocimiento y generadores de lazos de cooperación que aumentan la innovación y dan paso a una mayor productividad y competitividad regional. De manera que, este trabajo de grado busca analizar la incidencia que han tenido las instituciones del SRI de Santander en el fortalecimiento de los Sectores Apuesta del departamento; sectores, que fueron definidos en el 2007 por la Agenda Interna para la Productividad y la Competitividad de Santander. Para ello, se recurrió a una metodología de tipo analítico-descriptivo que contempla aspectos cualitativos y cuantitativos. Los resultados muestran que los actores del SRI han contribuido a fortalecer el desarrollo de los Sectores Apuesta, en especial el sector servicios y el minero-energético y en menor medida el sector agroindustrial y el industrial. En consecuencia, se deduce que los subsistemas del SRI de Santander, presentan un desequilibrio en las acciones ejecutadas, puesto que existe un débil sistema financiero y un sesgado apoyo tecnológico, además de encontrar que sectores como la construcción, que han tenido un importante crecimiento en los últimos años, no se encuentran incluidos en la Agenda Interna.
