| dc.description.abstract | En este trabajo se realiza un análisis crítico al proyecto de ley formulado en diciembre de 2005 por la Cámara de Representantes en Colombia: Ley General Forestalfl. Para ello se tienen en cuenta las posibles repercusiones sociales, económicas, políticas y ambientales de la Ley. Para conseguir este objetivo se realiza una investigación teórica acerca de las dos especialidades que intentan dar una solución a los problemas generados en el medio ambiente por el hombre. En este sentido, se aborda en primer lugar la Economía Ambiental como un intento baladí, pues se queda estancada en la reproducción de los lineamientos básicos de la economía ortodoxa; por otra parte, se estudia la Economía Ecológica como verdadera alternativa que propone un volver los ojos al valor intrínseco propio de la naturaleza y del ser humano. Para realizar un análisis más profundo, se contextualiza la Ley por medio del estudio de cifras y estadísticas que reflejan la situación forestal en el país durante la última década del siglo XX y los primeros años del XXI. Asimismo, se acude a los principales planes, programas y leyes implementados hasta este momento por el gobierno nacional en Colombia, para el cuidado de los recursos forestales, pues son estos el marco en el cual se inscribe la Ley General Forestal. 83 | |
| dc.description.abstractenglish | In this work are carried out a critical analysis to the law´s project proposed in december of 2005 by the House of Representatives from Colombia: Forest General Lawfl. For this are kept in mind the possibles repercussions socials, economics, politicals and environmentals of the Law. To obtain this objective are realized a theoretical investigation about the two specialties that try to give a solution to the problems generated in the environment by the man. In this sense, are boarded in first time the Environmental Economy like a trivial purpose, because is stoped in the reproduction of the basics guidelines of the orthodox economy; by other hand, are studied the Ecological Economy like a real alternative who propose to return the eyes at the own intrinsic value from the nature and the human been. To realize an analysis most profund, are contextualized the law through the study of numbers and statistics who reflect the forestal situation in the country during the last decade from the century XX and the first years from the XXI. Likewise, are rushed to the principals plans, programs and laws implemented until this moment by the national government in Colombia, for the care of the forest resources, because this are the context whereupon the General Forest Law is inscribe | |
