dc.description.abstract	El presente trabajo de grado consiste en la formulación de una propuesta de política municipal para el desarrollo de la micro, pequeña y mediana empresa en el municipio del Socorro Santander, la cual se fundamenta en la política que sobre este tema ha implementado el gobierno nacional para mejorar la productividad y competitividad de las empresas; en este documento se establecen una serie de instrumentos para la promoción de la microempresa en la Capital Comunera, definiendo estrategias con objetivos y acciones concretas que permitan el resurgimiento empresarial del municipio. Para la elaboración de la propuesta se tuvo como referentes el Documento Visión Colombia II Centenario 2019, El Plan Nacional de Desarrollo “Estado Comunitario Desarrollo para Todos”, el Documento CONPES 3484 de agosto 13 de 2007 que establece la Política Nacional para la Transformación Productiva y la Promoción de la micro pequeña y mediana empresa, el Plan de Desarrollo “Santander Incluyente” y el Plan de Desarrollo del Municipio del Socorro “Progreso en Beneficio de Todos”. La presente propuesta no pretende ser el punto de llegada, sino el de partida de una gran discusión en la academia, la política, el sector productivo y en general de todos los actores involucrados en el desarrollo empresarial, a fin de que sea analizada, evaluada, modificada, complementada, concertada y concretada en un documento de política municipal que se convierta en la guía del desarrollo empresarial comunero de los próximos años.
dc.description.abstractenglish	The present work of degree consists of the formulation of an offer of municipal politics(policy) for the development of the micro, small and medium company of the municipality of the Help Santander, which(who) is based on the politics(policy) that on this topic the national government has implemented to improve the productivity and competitiveness of the companies; in this document a series of instruments are established for the promotion of the microcompany in the Capital Comunera, defining strategies with aims(lenses) and concrete actions(shares) that allow the managerial reappearance of the municipality. For the production of the offer the Document was had as modals Vision Colombia II Centenary 2019, The National Plan of Development " Community State I Develop for All ", the Document CONPES on August 3484 13 of 2007 that establishes the National Politics for the Productive Transformation and the Promotion of mike small and medium company, the Plan of Development " Enclosing Santander " and the Plan of Development of the Municipality of the Help " I Progress in Benefit of All ". The present offer does not try to be the point of arrival, but that of item(game) of a great discussion in the academy, the politics, the productive sector and in general of all the actors involved in the managerial development, so that it is analyzed, evaluated, modified, complemented, coordinated and made concrete in a document of municipal politics that turns into the guide of the managerial development commoner of next years.
