dc.description.abstract	En países en desarrollo, la cobertura de abastecimiento de agua en el sector rural es baja en relación con la cobertura urbana siendo necesario establecer estrategias para reducir la brecha. En Colombia, la situación no es distinta alcanzándose coberturas y acceso adecuado de agua de 74.2% en la zona rural frente al 97.3% en la urbana. Una de las dificultades para este limitado acceso de agua en la zona rural es la insostenibilidad de los sistemas rurales de abastecimiento, los cuales fallan por condiciones técnicas, administrativas o económicas. Por lo tanto, es necesario efectuar evaluaciones de los sistemas de abastecimiento rurales con el propósito de establecer medidas que permitan mejorar el funcionamiento de los mismos. El propósito de este proyecto fue analizar el funcionamiento del sistecondiciones técnicas, administrativas, económicas y sociales del sistema, ii) el análisis del funcionamiento del sistema a través de una herramienta para la evaluación de la sostenibilidad de estos sistemas; iii) la formulación de un plan de acción para mejorar las condiciones del sistema analizado. Se encontró que el sistema presenta problemas de infraestructura, así como de gestión y administración del servicio de abastecimiento. El análisis mostró que las dimensiones de soportes de pos construcción, conocimientos financieros y rendición de cuentas son las que requieren mayor fortalecimiento mientras que la provisión del servicio, fiabilidad y acceso al agua aunque tuvieron aceptables calificaciones, necesitan ser mejoradas. El plan de acción incluyó gestionar en el gobierno municipal la licitación pública para intervenir en el mejoramiento del sistema, al gobierno capacitación y apoyo en materia técnica, administrativa. Este plan de acción requiere ser validado y priorizado con los actores locales.
dc.description.abstractenglish	In developing countries, coverage of water supply in the rural sector is low in relation to urban coverage, and it is necessary to establish strategies to reduce the gap. In Colombia, the situation is no different, reaching coverage and adequate water access of 74.2% in rural areas compared to 97.3% in urban areas. One of the difficulties for this limited access to water in rural areas is the unsustainability of rural supply systems, which fail due to technical, administrative or economic conditions. Therefore, it is necessary to carry out evaluations of rural supply systems in order to establish measures to improve their operation. The purpose of this project was to analyze the operation of the water supply system of the path "El Caracol" municipality of San Andrés (Santander). For this purpose, it was carried out: i) the diagnosis of the technical, administrative, economic and social conditions of the system, ii) the analysis of the system's operation through a tool for evaluating the sustainability of these systems; iii) the formulation of an action plan to improve the conditions of the analyzed system. It was found that the system presents infrastructure problems, as well as management and administration of the supply service. The analysis showed that the dimensions of post-construction supports, financial knowledge and accountability are those that require greater strengthening, while service provision, reliability and access to water, although they had acceptable qualifications, need to be improved. The action plan included managing public bidding in the municipal government to intervene in the improvement of the system, training and support for the government in technical and administrative matters. This action plan needs to be validated and prioritized with local actors.
