dc.description.abstract	En el siguiente trabajo reúne la experiencia vividas y lecciones aprendidas sobre Alianzas Público Privadas en Países líderes en el desarrollo de este modelo de financiación de Infraestructura; determinando en cada de estos países sus principales características, éxitos y fuentes de problemas. Así mismo se hace un análisis de cómo estos han ido reformando su legislación sobre alianzas público privadas con el objetivo de incorporar estas lecciones al modelo y así mejorarlo hasta lograr un marco normativo e institucional sólido, obteniendo así infraestructura de alta calidad que permita afrontar los nuevos retos de competitividad que exige la globalización actual. Además, este trabajo realiza un estudio sobre la evolución del modelo de financiación de infraestructura Colombiana identificando sus características, fortalezas y falencias en cada una de las etapas de este proceso, enfocándose en el modelo Público-Privado y su respectiva transformación hasta llegar a la actual ley de Asociaciones Público Privadas 1508 del 10 de enero del 2012. Por último se elaboró una propuesta metodológica de alcance académico que permitiera realizar la estructuración financiera de un proyecto de Infraestructura tipo en Colombia a través de Alianzas Publico Privadas (APPs), tomando como ejemplo la concesión Cartagena-Barranquilla y circunvalar de la prosperidad, a la cual se realizó su evaluación financiera en un escenario de Pre factibilidad.
dc.description.abstractenglish	In this paper brings together the experience lived and lessons learned on Public Private Partnership in leading countries in the development of this model of financing infrastructure, determining in every of these countries their main characteristics, successes and sources of problems. It also provides an analysis of how these have been reforming its legislation on public-private partnerships with the aim to incorporate these lessons into the model and this way to improve it up to achieving a normative and institutional solid frame, obtaining infrastructure like that of high quality that allows to confront the new challenges of competitiveness that demands the current globalization. In addition, this paper makes a study on the evolution of infrastructure financing model Colombian identifying their characteristics, strengths and weaknesses in each of the stages of this process, focusing on public-private model and its respective transformation into the current law of Public Private Partnership 1508 of January 10, 2012. Finally, there was elaborated a methodology of academic achievement that would make the financial structuring of a project type in Colombia Infrastructure through Public-Private Partnerships (PPPs), taking as example the concession of Cartagena-Barranquilla and Circunvalar de la Prosperidad To which his financial evaluation was performed on a stage of Pre-feasibility.
