dc.description.abstract	La contratación estatal es uno de los factores de crecimiento económico de un estado social de derecho, como es el caso de Colombia, ya que impulsa las relaciones económicas que permiten el desarrollo prominente de un país. Los recursos del estado deben ser administrados eficaz y eficientemente, de modo que sea el ciudadano el que disfrute de los beneficios que desde un principio son los objetivos de todas las modalidades de contratación pública. A nivel nacional son muchas las empresas dedicadas a la gestión y administración de contratos con el estado Colombiano, pero pocas son las que desarrollan la capacidad técnica, jurídica, financiera y organizacional para llegar a la adjudicación de dichos contratos. Por su parte, la empresa DACAX S.A.S, brinda los servicios de ejecución de obras civiles, obras eléctricas, interventorías y consultorías, con alta tecnología, excelente talento humano y gran experiencia recorrida en el campo de la contratación estatal, y es sumamente primordial para su avance, la organización sistemática de la información recopilada con el objetivo de mantener una base de datos que permita tener suficiente información para seleccionar los proyectos acordes a sus políticas, que en primera instancia son la carta de presentación de la empresa DACAX S.A.S. como proveedor ante las entidades públicas. El presente proyecto documentó las experiencias vividas durante el registro, administración, gestión y seguimiento de ofertas en el sistema electrónico de contratación pública para la empresa DACAX S.A.S., según los manuales del SECOP del 29 de Junio de 2006. Por lo tanto, se hizo un diagnóstico y se ejecutó un plan estadístico para determinar la forma adecuada de mantener la información recopilada, lo cual permitió sistematizar la información de la experiencia de la empresa y sobre todo mejorar sustancialmente las fases de preselección y selección de ofertas. 1
dc.description.abstractenglish	The state recruitment is one of the factors of the economic growth of a social state under the rule of law, as in the case of Colombia, since it enhances the economic relations which allow the important development of a country. The resources from the State must be administered effectively so that, it is the citizen who enjoys the benefits that are supposed to be the goal of all the public recruitment modalities. Nationwide the enterprises devoted to the management and administration of contracts with the Colombian State are plenty. However, few of them develop the technical, legal, financial and organizational capability to achieve the awarding of such contracts. In this way, DACAX S.A.S enterprise offers the services of execution of civil and electric works, and consultancy with high technology, excellent human workforce, and vast experience in the State recruitment field. Moreover, it is highly important for its development the systematic organization of the data collected, aiming at maintaining a database that allows having enough information to select projects according to its policies which are the covering letter of DACAX S.A.S enterprise as supplier of public entities. This project addresses the experiences lived through the registration, administration, management and the monitoring of offers in the electronic system of public recruitment for DACAX S.A.S enterprise according to the guidelines of the SECOP of June 29th of 2006. Therefore, a diagnosis was made and a statistical plan was executed in order to determine the appropriate way to maintain the data collected which allowed to systematize the information of the enterprise experience and improve substantially the preselection phases and the selection of offers. 3
