dc.description.abstractEl Paso Vehicular Deprimido hace parte del proyecto de construcción del Sistema Integrado de Transporte Masivo (SITM) para el Área Metropolitana de Bucaramanga (AMB), el cual se ubica dentro de Política Nacional de Transporte Urbano y Masivo, que considera a los sistemas de transporte público como determinantes de la eficiencia económica de las ciudades y de la integración social de sus habitantes. Para viabilizar la gestión del proyecto, favoreciendo las relaciones con el entorno y las comunidades objeto de su intervención, el Plan de Manejo Ambiental de la obra contempla la formulación y el desarrollo del Plan de Gestión Social, PGS, el cual se constituye en la principal herramienta de la intervención social del proyecto, cuyo propósito es prevenir, controlar, corregir, mitigar y/o compensar los impactos no deseados derivados del proyecto de implementación del SITM para el AMB, a través de dos componentes fundamentales como son la información general del proyecto y la participación ciudadana. Por su parte, el modelo de gestión social aplicado en el proyecto reproduce las principales características del modelo de gestión contemporáneo derivado del neoliberalismo, que procura esencialmente lograr la eficiencia y los objetivos de producción prefijados, sin considerar directamente el impacto generado sobre la población afectada. Por lo anterior, el modelo de gestión social aplicado en el proyecto objeto de la presente investigación se define como un modelo tecno-económico, eficientista e instrumental.
dc.description.abstractenglishThe Traffic Depressed Step does part of the project of construction of the Integrated System of Massive Transport for the Bucaramanga's metropolitan Area (BMA), which is located inside National Politics of Urban and Massive Transport, which considers the systems of public transport as determiners of the economic efficiency of the cities and of the social integration of its inhabitants. To go ahead with the management of the project, favoring the relations with the environment and the communities object of its intervention, the Plan of Environmental Managing of the work contemplates the formulation and the development of the Plan of Social Management, who is constituted in the principal tool of the social intervention of the project, which intention is to anticipate to control, to correct, to mitigate and/or to compensate the undesirable impacts derived from the project of implementation of the ISMT for BMA, across two fundamental components: The general information of the project and the civil participation. On its part, the model of social management applied in the project reproduces the main characteristics of the contemporary model of management derivative of the neoliberalism, which tries to achieve essentially the efficiency and the prearranged aims of production, without considering directly the impact generated on the affected population. For the previous thing, the model of social management applied in the project object of the present investigation is defined as an economic tecno-model, efficient and instrumental.
