dc.description.abstractEl objetivo del trabajo es el de analizar la política petrolera colombiana durante el periodo 1970 – 1999 y determinar el impacto que ha tenido en el desarrollo de la industria petrolera nacional. La investigación busca comprender la razón por la cual se encuentra en peligro la autosuficiencia petrolera del país, si tenemos en cuenta que Colombia posee importantes reservas potenciales de hidrocarburos. Se trata de establecer si esta situación es producto de la estructura sectorial o de los cambios en el mercado internacional. Para la realización del estudio, se emplea el modelo teórico Neoinstitucionalista, el cual ofrece las herramientas necesarias para comprender la manera como se ha ido construyendo la estructura institucional del sector a lo largo del periodo estudiado y determinar la responsabilidad de esta en el estancamiento del mismo. El trabajo se encuentra dividido en cuatro capítulos. En el primero se exponen las principales características del modelo neoinstitucional. El segundo, presenta un diagnostico histórico de la industria durante el periodo 1970 – 1999. El tercero, describe el marco institucional que rige al sector. Por último, en el cuarto se recurre al modelo neoinstitucional estudiado para analizar el papel del marco institucional en el desempeño de la industria. La conclusión más importante que se desprende del trabajo realizado es que, aunque la estructura institucional no es la más adecuada para fomentar el crecimiento sostenido de la industria, este también depende del comportamiento del mercado internacional petrolero.
dc.description.abstractenglishThe objective of this work is to analyse the Colombian petroleum policy during the period 1970- 1999 and to determine the impact that it has had in the development of the national petroleum industry. The investigation aims to understand the reason why the petroleum auto-sufficiency of the country is in danger, if we take into account that Colombia possesses important potential reserves of hydrocarbon. The work tries to establish if this situation is the result of the structure of the sector or changes in the international market. To carry out this study, a New Institutionalism theoretical model it is employed, which offers the necessary tools to understand the way how the institutional structure of the sector has been gradually built along the studied period, and determine the responsibility of that in the deadlock of it. The work is divided in four chapters. In the first one there are exposed the main characteristics of the neo- institutional model. The second one, a historical diagnostic of the industry during the period 1970 Π1999 it is shows. The third, describes the institutional framework which rules the sector. Finally, in the fourth one it is appealed to the neo- institutional model studied to analyse the role of the institutional framework in the performance of the industry. The most important conclusion that comes off from this work is this: even that the institutional structure is not the most adequate to foment the sustained growing of the industry, this also depends on the behaviour of the petroleum
