dc.description.abstractDesde los años 90 del siglo XX, se comenzó a presentar una grave crisis petrolera en el país, principalmente por el desabastecimiento acelerado de las reservas de petróleo. Esta crisis llevó a que en el gobierno de 2002-2006, desde el Plan Nacional de Desarrollo se planteara una nueva política de hidrocarburos en el país, se creara la ANH como administradora de la contratación y se escindiera a Ecopetrol de estas responsabilidades. Teniendo en cuenta la problemática planteada anteriormente, esta tesis busca evaluar la política petrolera que buscó incentivar la inversión extranjera descrita en el Plan Nacional de Desarrollo 2002-2006. Para responder a este objetivo se propone llevar esta evaluación en tres momentos: A). Análisis de los actos administrativos, informes gubernamentales, artículos científicos entre otros trabajos de investigación que permitan la obtención de una base de datos para su uso en la evaluación; B). El análisis de la matriz de riesgo que interviene en la toma de decisiones para establecer el portafolio de inversión por parte de las compañías extranjeras de la industria petrolera; C). Evaluar a partir de los elementos anteriormente analizados la política pública petrolera previamente identificada.
dc.description.abstractenglishSince the 90s of the 20th centuries, a serious oil crisis began to appear in the country, mainly due to the accelerated shortage of oil reserves. This crisis led the government of 2002-2006, from the National Development Plan, to propose a new hydrocarbons policy in the country, the ANH was created as the contracting administrator and Ecopetrol was separated from these responsibilities. Taking into account the problems raised above, this thesis seeks to evaluate the oil policy that sought to encourage foreign investment described in the National Development Plan 2002-2006. To respond to this objective, it is proposed to carry out this evaluation in three moments: A). Analysis of administrative acts, government reports, scientific articles among other research works that allow obtaining a database for use in the evaluation; B). The analysis of the risk matrix that intervenes in decision-making to establish the investment portfolio by foreign companies in the oil industry; C). Evaluate, based on the previously analyzed elements, the previously identified public oil policy
