| dc.description.abstract | Este trabajo surgió a partir de la preocupación originada por el incumplimiento en las metas de programación de cada uno de los programas de promoción y prevención observadas en los reportes de los servicios brindados a los usuarios del Hospital Olaya Herrera (HOH) de Gamarra - Cesar y la marcada ausencia de la aplicación de los deberes y derechos en salud de los usuarios de las diferentes empresas promotoras de salud, se centra principalmente en la población perteneciente al régimen subsidiado por ser la mayoría de la beneficiada con el servicio brindado por el hospital. Para medir el nivel de conocimiento de los usuarios sobre deberes y derechos se aplicó una entrevista a los habitantes del municipio de Gamarra y así mismo se entrevistó a los funcionarios que laboran en el hospital y a los promotores de salud de cada una de las EPS- S con ingerencia en el municipio. Los resultados permiten asumir que los usuarios desconocen gran parte de sus deberes y derechos y de igual forma no los aplican ni los hacen valer. Así mismo las acciones emprendidas por el Hospital, las EPS y la Secretaría Municipal para hacer efectiva la participación ciudadana no han dado resultados positivos concluyendo que los recursos invertidos han sido subutilizados. | |
| dc.description.abstractenglish | This work arose starting from the concern originated by the nonfulfillment in the programming goals of each one of the promotion programs and prevention observed in the reports of the services offered the users of the Hospital Olaya Herrera (HOH) of Martingale - Cesar and the marked absence of the application of the duties and rights in the users' of the different companies promoters of health health, it is centered mainly in the population belonging to the régime subsidized to be most of the beneficiary with the service toasted by the hospital. To measure the level of the users' knowledge it has more than enough duties and rights an interview it was applied the inhabitants of the municipality of Martingale and likewise he/she interviewed to the officials that work in the hospital and to the promoters of health of each one of the EPS - S with ingerencia in the municipality. The results allow to assume that the users ignore great part of their duties and rights and of equal it forms them they don't apply neither they make them be worth. Likewise the actions undertaken by the Hospital, the EPS and the Municipal Secretary to make effective the civic participation have not given positive results concluding that the vested resources have been underemployed. | |
