dc.description.abstractEn la Constitución de 1991, la participación ciudadana es una de las innovaciones más importantes en el marco democrático, también una perspectiva de organización de la sociedad, que amplía el espacio de expresión ciudadana. Es finalidad del Estado facilitar la participación de todos en las decisiones que los afectan. En este sentido el propósito del trabajo fue realizar un diagnóstico de como se están aplicando actualmente las diferentes mecanismos de participación ciudadana en el control fiscal y adaptarle un nuevo esquema de mejora en los procedimientos tendientes a producir un cambio positivo en los instrumentos de Participación existentes. En nuestro sistema político la democracia participativa ha surgido para fortalecer el papel del ciudadano, ubicándolo más allá de su voto, a través de su participación permanente y activa en los asuntos públicos, en La Guajira la participación ciudadana se inició fundamentalmente con la recepción, evaluación y trámite de las denuncias de la ciudadanía, y en forma incipiente con el proceso de capacitación a la sociedad civil, hoy el control fiscal con participación de la ciudadanía se ejerce mediante cinco estrategias: Recepción y trámite de denuncias, Formación de la sociedad civil, Auditorías articuladas con las Organizaciones de la Sociedad Civil, Conformación, asesoría y acompañamientos a los comités de vigilancia ciudadana y foros y audiencias públicas. Con el objeto de lograr una efectiva participación de la ciudadanía en el Control Fiscal en el departamento de La Guajira, se propone que se implementen entre otras las siguientes acciones: Participación activa de las instituciones educativas, confianza de la ciudadanía en los Entes de Control, erradicar la corrupción en los Entes de Control, capacitación integral y masiva a la sociedad civil, recursos, seguridad y aplicación de la normatividad
dc.description.abstractenglishIn the Constitution of 1991, the citizen participation is one of the most important innovations within the framework democratic, also a perspective of organization of the society, that extends the space of citizen expression. It is purpose of the State of facilitating the participation of all in the decisions that affect them. In this sense the intention of the work was to make I diagnose of as the different mechanisms from citizen participation in the fiscal control are being applied at the moment and to adapt a new scheme to him of improvement in the procedures to produce a positive change in the existing instruments of Participation. In our political system the participation democracy has arisen to fortify the paper of the citizen, locating it beyond its vote, through its permanent participation and activates in the subjects public, in the Guajira the citizen participation began fundamentally with the reception, evaluation and proceeding of the denunciations of the citizenship, and in incipiente form with the process of qualification to the civil society, today the fiscal control with participation of the citizenship is exerted by means of five strategies: Reception and proceeding of denunciations, Formation of the civil society, Audits articulated with the Organizations of the Civil Society, Conformation, consultant's office and supports to the committees of citizen monitoring and forums and public hearings.
