dc.description.abstractEl desarrollo y la competitividad en las actividades agropecuarias se establecen como instrumentos de progreso y bienestar debido a su capacidad de transformación y generación de desarrollo territorial. Santander es un departamento con vocación agropecuaria, sin embargo, son pocas las investigaciones que reconocen la multidimensionalidad del escenario donde se llevan las actividades agropecuarias y que incluya los conceptos de ciencia, tecnología e innovación con enfoque territorial. Así, el propósito de esta investigación es caracterizar el Sistema Regional de Innovación del sector agroindustrial en Santander, mediante el análisis de los actores y entornos que influyen en las actividades de investigación, innovación y generación de conocimiento. Este trabajo se basó en la “Guía metodológica para el diagnóstico de Sistemas Nacionales de Innovación Agroalimentaria en América Latina y el Caribe” desarrollada por el Instituto Interamericano de Cooperación para la Agricultura (IICA) con un enfoque de especialización inteligente (S3), que permitió obtener una visión analítica e integradora orientada a la identificación de cuellos de botella y definición de recomendaciones. Algunos resultados generales demuestran que las actividades de CTeI en Santander se encuentran concentradas en el Área Metropolitana de Bucaramanga, resaltando que estas actividades tienen pocos vinculos con el sector agroindustrial. Este panorama se ve afectado por la falta de oferta académica relacionada con las ciencias agrícolas y pecuarias y un tejido empresarial débil y con poca transformación. Sin embargo, se identificaron subsectores como los cítricos, el tabaco y productos con valor agregado en productos tradicionales con potencial de transformación y generación de desarrollo para el departamento.
dc.description.abstractenglishDevelopment and competitiveness in agricultural activities are established as instruments of progress and wellbeing, due to their capacity for transformation and generation of territorial development. Santander is a department with agricultural vocation, however, there are few researches that recognize the multidimensionality of the scenario where agricultural activities are carried out and that include the concepts of science, technology and innovation with a territorial focus. The purpose of this research is to characterize the Regional Innovation System of the agroindustrial sector in Santander, by analyzing the actors and environments that influence research, innovation and knowledge generation activities. This work was based on the "Methodological Guide for the diagnosis of National Systems of Agrifood Innovation in Latin America and the Caribbean" developed by the Inter-American Institute for Cooperation on Agriculture (IICA) with an intelligent specialization approach (S3), which allowed obtain an analytical and integrative vision aimed at identifying bottlenecks and defining recommendations. Some general results show that the activities of CTeI in Santander are concentrated in the Metropolitan Area of Bucaramanga, highlighting that these activities are little linked to the agroindustrial sector. This panorama is affected by the lack of academic offer related to agricultural and livestock sciences and a weak business fabric with little transformation. However, sub-sectors such as citrus, tobacco and value-added products were identified in traditional products with potential for transformation and generation of development for the department.
