dc.description.abstractA partir de 1857 fue organizado el Estado Soberano de Santander, inicialmente sus formadores en su mayoría liberales radicales creyeron innecesaria la conformación de un ejército, pero a medida que se vieron confrontados por sus adversarios en el terreno político y militar, crearon un cuerpo armado subordinado al poder político, como una institución perteneciente al Estado, con las funciones básicas de controlar la población civil, asegurar el funcionamiento de las instituciones del Estado y garantizar el mantenimiento del orden público. Con la organización del ejército en el Estado Soberano de Santander, se abrió paso a la vinculación de nuevos funcionarios y personal de tropa, los primeros en calidad jefes y oficiales, la mayor parte de origen urbano procedentes de las capas medias de la sociedad, mientras que los soldados en su mayoría eran hombres de extracción campesina dedicados a las labores agrícolas, empleados en fincas y haciendas como peones o jornaleros, un número muy pequeño procedía de los centros urbanos y la mayor parte eran analfabetas. La organización militar santandereana dio origen a otras instituciones. Entre ellas el hospital, ingeniero y la banda musical militar. Estas lo mismo que el ejército fueron instituciones no permanentes. Todas las operaciones militares fueron financiadas con presupuesto del Estado y empréstitos voluntarios y forzosos durante las guerras. Era el mecanismo más efectivo del que disponía el gobierno para restablecer el orden público, costear sus operaciones y continuar en el poder.
