dc.description.abstractEste proyecto es elaborado con la finalidad de ser utilizado como manual o guía personal o de terceros, permitiendo visualizar información acerca de las entidades públicas o privadas que actualmente suministran recursos financieros para inversión en infraestructura en el municipio de Sabana de Torres, departamento de Santander. El objetivo principal de este proyecto investigativo, se procura cumplir teniendo en cuenta las necesidades relevantes del municipio, evidenciadas en una encuesta, a una muestra de la población. Posterior a este resultado, se pretende realizar un listado de las entidades que suministran recursos a los municipios de 5 y 6 categoría, principalmente aquellas entidades que, en el proceso consultivo, se hayan verificado en la alcaldía del municipio y que aún no se encuentran en el historial de participación en la financiación de proyectos del municipio. A pesar que el estado provee diversas herramientas de consulta como guía para el acceso a las diferentes entidades que suministran recursos de financiación para infraestructura (por ejemplo; la plataforma del Sistema de financiamiento municipal urbano de Colombia, también se encuentra la plataforma del DPS, DNP, PNUD, entre otras), se hace importante crear una fuente de consulta, práctica y precisa que sirva como guía para el mandatario de turno (alcalde), para que consulte y gestione ante las entidades correspondientes los recursos necesarios para la financiación de los proyectos más fundamentales en el desarrollo y fortalecimiento del municipio, y el avance en la satisfacción de las necesidades más apremiantes del municipio. Esta guía, intenta que los mandatarios de los municipios de 5 y 6 categoría, principalmente el del municipio de Sabana de Torres, logre llevar a cabo todos los proyectos de inversión, en beneficio de la comunidad sabanera, planteados en el Plan de Desarrollo Municipal de su vigencia, también, que se puedan cerrar aquellas brechas de falta de conocimiento de las entidades públicas o privadas que financian proyectos
dc.description.abstractenglishThis project is prepared with the purpose of being used as a personal or third-party manual or guide, allowing to view information about public or private entities that currently provide financial resources for infrastructure investment in the municipality of Sabana de Torres, department of Santander. The main objective of this research project is to be fulfilled taking into account the relevant needs of the municipality, evidenced in a survey, to a sample of the population. After this result, it is intended to make a list of the entities that supply resources to the municipalities of category 5 and 6, mainly those entities that, in the investigative process, have been consulted in the municipality's mayor's office and that are not yet in the history of participation in the financing of projects of the municipality. Despite the fact that the state provides various consultation tools as a guide for access to the different entities that provide financing resources for infrastructure (for example, the platform of the Urban Municipal Financing System of Colombia, there is also the platform of the DPS, DNP, UNDP, among others), it is important to create a practical and precise reference source that serves as a guide for the president on duty (mayor), so that he consults and manages with the corresponding entities the necessary resources for the financing of the most fundamental projects in the development and strengthening of the municipality, and progress in the elimination of the most pressing needs of the municipality. This guide tries to ensure that the leaders of the municipalities of category 5 and 6, mainly that of the municipality of Sabana de Torres, manage to carry out all the investment projects, for the benefit of the Sabano Torrense community, proposed in the Municipal Development Plan of its validity, also, that those gaps of lack of knowledge of the public or private entities that finance projects can be closed.
